India’s BioE3 Policy Takes Centre Stage in High-Level Review of Science Ministries

New Delhi : In a significant step towards aligning India’s scientific ambitions with its Vision 2047, the Government’s flagship BioE3 Policy—short for Biotechnology for Economy, Environment & Employment—was at the heart of a high-level inter-ministerial review held in the national capital today. The meeting, chaired by Union Minister Dr. Jitendra Singh, brought together senior officials from all Science Ministries to evaluate cross-sectoral initiatives and promote integrated, outcome-based planning.

Approved by the Union Cabinet in August 2024, the BioE3 Policy aims to make India a global biomanufacturing hub by integrating biotechnology with artificial intelligence. In today’s meeting, Dr. Singh was briefed on the first round of DBT-BIRAC joint calls under the policy, which saw over 2,000 proposals. Describing the initiative as “a national mission to power green growth, bioeconomic expansion, and employment generation,” the Minister praised its potential to accelerate innovation and sustainability.

The BioE3 framework focuses on five core domains: Carbon Capture & Utilization, Precision Biotherapeutics, Smart Proteins, Enzymes, and Climate-Resilient Agriculture. Notably, around 40% of the projects selected are being led by startups and industry partners through Public-Private Partnership (PPP) models. Academic institutions, meanwhile, are spearheading agri-biotech research. These efforts are being supported by the MoolankurBioEnabler Network—a national grid of Bio-AI hubs, biofoundries, and biomanufacturing centres.

In a related development, Dr. Singh also reviewed a proposal to launch 100 post-doctoral fellowships aimed at attracting Indian scientists abroad back into the country’s R&D ecosystem. “We must offer meaningful opportunities to bring our talent home and build world-class research capacity,” the Minister remarked.

The meeting also included updates on the energy sector, particularly site evaluations underway in Bihar for new nuclear power plants. Officials informed that land, water, seismic, and soil assessments are in progress, with the Atomic Energy Regulatory Board to provide final clearances.

The space sector featured prominently as well. A recent technical breakthrough is expected to enhance the GSLV Mark-3 rocket’s payload capacity by 20%, without requiring structural modifications. Dr. Singh commended ISRO teams for averting a near-miss during an international satellite launch, where a fuel line crack was detected and resolved in time.

Looking ahead, the upcoming National Space Day is set to spotlight private sector contributions, with over 300 space startups expected to participate in live demonstrations and exhibitions. “Startups are now integral to our space innovation ecosystem,” an official noted.

The discussion also touched on science education and outreach, particularly the success of the Vigyan Jyoti programme for schoolgirls. With increasing interest from students in Classes 6 to 10, the Ministry is exploring early mentorship and innovation exposure initiatives to nurture young scientific minds.

Dr. Jitendra Singh urged better inter-ministerial coordination, directing departments to channel key proposals through the Principal Scientific Adviser for strategic alignment.

“We are not just coordinating programmes—we are laying the foundation of India’s scientific leadership for decades to come,” he said.

The meeting was attended by Principal Scientific Adviser Prof. Ajay Sood, Secretary of Department of Biotechnology Dr. Rajesh S. Gokhale, Secretary of DST Prof. Abhay Karandikar, Chairman of ISRO Dr. V. Narayanan, and other senior officials from across the science ecosystem.
