India Takes Major Leap in Solar Energy: MNRE Introduces ALMM List-II for Solar PV Cells

New Delhi: The Ministry of New and Renewable Energy (MNRE) has announced a landmark amendment to the Approved Models and Manufacturers of Solar Photovoltaic Modules (ALMM) Order, 2019, marking a pivotal moment for India’s solar energy sector. Effective from June 1, 2026, this amendment introduces ALMM List-II, focusing on solar PV cells, to boost domestic manufacturing and enhance self-reliance in renewable energy.

The introduction of List-II addresses the increasing capacity of India’s solar manufacturing industry. Previously, the absence of List-II stemmed from limited domestic solar cell supply. With anticipated growth in production capacity, the amendment mandates that all solar PV modules used in projects—including government schemes, net-metering, and open-access initiatives—source solar cells from ALMM List-II. This ensures quality and reliability in solar PV infrastructure.

Projects with bids submitted before the issuance of this amendment will be exempt from the requirement to use cells from List-II, even if their commissioning dates fall after June 2026. However, all future bids must comply with sourcing requirements for both modules and cells under ALMM lists, emphasizing sustainability and quality assurance.

The policy is expected to yield significant economic and environmental benefits. By enforcing stringent quality standards for solar PV cells, the amendment supports a robust domestic supply chain, reduces the carbon footprint from imports, and strengthens India’s energy security. This aligns with the nation’s target of achieving 500 GW of non-fossil fuel-based power capacity by 2030, reinforcing its clean energy commitments.

The increased demand for domestically manufactured solar PV cells will stimulate innovation, attract investment in high-tech manufacturing, and create new job opportunities. The inclusion of thin-film solar modules in integrated manufacturing units under List-II further promotes technological diversification within the sector.

The MNRE will soon release detailed procedural guidelines for the enlistment of solar PV cells under List-II, ensuring a seamless transition for manufacturers and project developers.
