India-Russia Working Group Discusses Road Infrastructure and Intelligent Transport Systems in Moscow

Moscow: The second meeting of the Russian-Indian Working Group on Roads and Intelligent Transport Systems took place in Moscow, bringing together key representatives from both nations to discuss collaborations on road construction, intelligent transport systems, and future technology-driven projects. The meeting was co-chaired by Shri Anurag Jain, Secretary of the Ministry of Road Transport and Highways of India, and Mr. Dmitry Zverev, State Secretary and Deputy Minister of Road Transport of the Russian Federation.

During the discussions, the two sides exchanged insights on improving technologies and materials for road and bridge construction, emphasizing joint research in these fields. Opportunities for mutual investments in highways and transport infrastructure were also highlighted, reflecting both countries’ interest in enhancing their respective infrastructure development programs.

A notable proposal came from the Russian delegation, suggesting the implementation of a “Barrier-free toll collection system based on satellite navigation technology” in India. This system, developed using cutting-edge Russian and Indian technologies in satellite navigation, telecommunications, and information technologies, aims to revolutionize toll collection in the country. In response, the Indian side shared that the National Highways Authority of India (NHAI) is considering a multiparty interoperable system for a similar barrier-free toll collection method, and will issue bids in a transparent manner, encouraging participation from leading global players, including Russian companies.

Both countries expressed mutual interest in advancing cooperation in high technologies, particularly in areas such as unmanned and highly automated transport. The meeting touched on the potential for collaboration in organizing freight transportation using highly automated vehicles, including autonomous ones, on public roads. This focus on future-ready transport systems underscores the commitment of both nations to exploring cutting-edge solutions for road safety and efficiency.

Further cooperation was discussed in the area of capacity building, with both sides agreeing to explore partnerships between the Russian University of Transport and India’s Academy of Highway Engineers (IAHE). This collaboration aims to enhance knowledge exchange and training, fostering expertise in road construction and transport technology.
