
New Delhi: The Department of Consumer Affairs, Government of India, today commemorated World Metrology Day 2025, celebrating the 150th anniversary of the signing of the historic Metre Convention in Paris on May 20, 1875. The event, held under the theme “Measurements for all times, for all people,” showcased India’s growing leadership in legal metrology and its commitment to global measurement standards.
Union Minister for Consumer Affairs, Food & Public Distribution, Pralhad Joshi, in his virtual address, underlined the Government’s vision to make legal metrology a key pillar of India’s economic growth and consumer confidence. He emphasized the alignment of India’s standards with global benchmarks, echoing Prime Minister Narendra Modi’s call to elevate Indian quality standards on the international stage.
In a significant announcement, Joshi declared that India has officially become the 13th country authorized to issue OIML (International Organization of Legal Metrology) certificates. This milestone enhances global trust in India’s measurement systems and facilitates wider international acceptance of Indian-manufactured products, especially in precision-based sectors.
Furthering the modernization agenda, Joshi unveiled the “One Nation, One Time” initiative, part of the Draft Indian Standard Time (IST) Rules, 2025. This project aims to disseminate IST with millisecond accuracy through five Regional Reference Standard Laboratories. The initiative is expected to bolster time synchronization across critical sectors like banking, telecommunications, and transportation, ensuring national uniformity in timekeeping.
To protect consumer interests in high-value sectors, the Minister announced the proposed mandatory use of 1 mg precision balances for transactions involving gold and jewellery. This move is expected to significantly enhance accuracy in weighing precious metals, safeguarding consumer rights and strengthening market integrity.
Emphasizing digital governance, the newly launched eMaap portal aims to streamline Legal Metrology operations across the country. Currently integrated with 18 States, the portal enables digital licensing, registration, and enforcement, reducing bureaucratic hurdles and promoting greater transparency in regulatory compliance.
To foster a more industry-friendly regulatory environment, the Department has also launched a Weekly Facilitation Helpdesk. Held every Tuesday from 4 to 5 PM, the video-based helpdesk will allow businesses to engage directly with officials and resolve queries in real-time, with support from State Legal Metrology departments.
Union Minister of State for Consumer Affairs, Food & Public Distribution and Social Justice and Empowerment, B. L. Verma, in his keynote address, highlighted Legal Metrology’s vital role in ensuring fairness and accountability in the economy. He pointed to simplified compliance measures and accurate devices like gas meters and breath analyzers as recent achievements.
Verma also announced new Legal Metrology Rules for Speed Guns and Gas Meters, aimed at standardizing and improving the accuracy of critical enforcement and utility tools. He revealed that upcoming regulations for breath analyzers and moisture meters are also underway.
In a major regulatory reform, the Minister stated that all future amendments to the Legal Metrology (Packaged Commodities) Rules will come into force either on January 1 or July 1, with a 180-day transition period. This measure is designed to ensure smoother adoption and better preparedness among industry stakeholders.
Nidhi Khare, Secretary, Department of Consumer Affairs, highlighted India’s evolving Legal Metrology ecosystem and stressed the importance of simplifying compliance processes. She emphasized voluntary compliance by industry associations and reaffirmed India’s resolve to integrate modern technologies like blockchain-backed traceability and software testing labs into its metrology framework.
The celebration also paid tribute to India’s rich metrological legacy, from the advanced measurement systems of the Indus Valley Civilization to the regulated weights of the Mauryan Empire as described in the Arthashastra. The event concluded with the unveiling of a commemorative poster and a renewed commitment to inclusive, technology-driven reforms in the field of measurement and standards.
