India Becomes Second Country to Launch Electronic Personnel License for Pilots

New Delhi: In a significant step towards modernizing India’s aviation sector, Union Minister for Civil Aviation Ram Mohan Naidu today launched the Electronic Personnel License (EPL) for pilots. With this initiative, India has become the second country in the world to implement an advanced digital licensing system, following approval from the International Civil Aviation Organization (ICAO).

The EPL is a secure digital version of a pilot’s license, replacing traditional physical smart cards. Pilots can now access their credentials through the eGCA Mobile Application, ensuring a seamless, transparent, and efficient licensing process. This initiative aligns with the Government of India’s Digital India and Ease of Doing Business efforts.

Enhancing Aviation Efficiency & Security

The introduction of EPL follows ICAO’s Amendment 178 to Annex 1 – Personnel Licensing, which encourages countries to adopt electronic licenses for improved security, efficiency, and global recognition. While many leading aviation nations are still in the process of implementing such a system, India has taken the lead in digital aviation solutions.

“With the unprecedented growth of India’s aviation sector, we will need approximately 20,000 pilots in the coming years,” said Union Minister Ram Mohan Naidu. “Pilots are the backbone of civil aviation, and with eGCA and EPL, we are leveraging cutting-edge technology to enhance efficiency, security, and global employability, while also strengthening security operations through real-time access to credentials.”

Phasing Out Physical Licenses

Previously, the Directorate General of Civil Aviation (DGCA) issued smart card licenses, with over 62,000 cards distributed to date. In 2024 alone, approximately 20,000 licenses were issued—an average of 1,667 per month. With EPL now in place, the need for printed licenses will be gradually reduced, significantly streamlining the process and contributing to environmental sustainability by minimizing plastic and paper use.

The launch of EPL is part of a broader digital transformation in Indian aviation, with key initiatives including:

  • eGCA Platform – Streamlining pilot licensing and regulatory processes.
  • Digital Sky Platform – Regulating drone operations.
  • Electronic Flight Folder (EFF) – Enhancing operational efficiency for airlines.

The introduction of Electronic Personnel License (EPL) for pilots marks a major milestone in India’s aviation sector, reinforcing global recognition, regulatory compliance, and digital innovation.
