India-Bangladesh MoU Renewed for Capacity Building Programs for Civil Servants

New Delhi: The Department of Administrative Reforms & Public Grievances (DARPG) and the Ministry of Public Administration of the Government of Bangladesh have sealed the renewal of a Memorandum of Understanding (MoU) aimed at enhancing the capacity of civil servants. The agreement spans from 2025 to 2030 and will facilitate capacity building programs for 1500 officers.

A four-member delegation from DARPG recently visited Bangladesh at the invitation of the Ministry of Public Administration. The primary focus of the visit was to discuss mid-career capacity building programs in field administration for Bangladesh Civil Servants.

V. Srinivas, Secretary of DARPG, expressed satisfaction with the cordial and productive discussions held between the visiting delegation and senior officials of the Bangladesh Ministry of Public Administration from April 28 to April 30, 2024. The talks centered on the renewal of the MoU between the National Centre for Good Governance (NCGG) and the Bangladesh Ministry of Public Administration for the period 2025-2030.

The collaboration between NCGG, India, and the Bangladesh Ministry of Public Administration has been ongoing since 2014. During this time, 71 Capacity Building Programs were conducted, benefiting 2600 Bangladesh Civil Servants. The Bangladesh Government has emphasized the effectiveness of these programs and has expressed keen interest in renewing the MoU to continue organizing them for the next five years.

During the visit, Secretary V. Srinivas engaged with key stakeholders, including Hon’ble Minister of Public Administration Farhad Hussain and other senior officials. He addressed participants of Law & Administration Courses and interacted with alumni of NCGG programs. Additionally, the delegation visited the Deputy Commissioner’s Office at Narayanganj District and the Ashrayan Project in Narayanganj district.

Secretary V. Srinivas reaffirmed India’s commitment to collaborating with Bangladesh to fulfill the Vision Bangladesh@2041 and the SMART Bangladesh objectives. He outlined plans for conducting various capacity building programs and adopting suggestions from Bangladesh authorities to enhance cooperation in governance practices.

The National Centre for Good Governance will continue to conduct capacity building programs covering new paradigms of governance for middle management, senior management, and faculty development.
