Govt Tightens Regulation of Edible Oil Sector with Amended VOPPA Order, 2025

New Delhi: The Department of Food and Public Distribution, under the Ministry of Consumer Affairs, Food & Public Distribution, has notified a significant amendment to the Vegetable Oil Products, Production and Availability (Regulation) Order, 2011 (VOPPA Order). The VOPPA Order, 2025 aims to enhance regulatory oversight, ensure transparency, and strengthen monitoring of India’s edible oil sector.

Under the amended order, all edible oil manufacturers, processors, blenders, re-packers, and other stakeholders involved in the supply chain are now required to register under the VOPPA Order and submit monthly production and stock returns through the designated online portal. This move is expected to facilitate accurate data collection, real-time monitoring, and informed policy interventions, contributing to India’s broader goals of food security and supply chain resilience.

The industry response has been encouraging, with a large number of units already registering on the National Single Window System portal and regularly submitting their monthly returns at https://www.edibleoilindia.in. This reflects a growing commitment from stakeholders toward transparency and compliance.

All units involved in the production, processing, blending, or re-packing of edible oils are required to register via the National Single Window System at https://www.nsws.gov.in and submit monthly returns on production, stock, and availability through the official portal. Non-compliance with the amended order will be treated as a violation, and errant units may face penal action under the amended VOPPA Order and the Collection of Statistics Act, 2008.

To enforce compliance, the Department plans to conduct inspection drives and field verification of non-compliant units, reinforcing the seriousness of adherence and maintaining the integrity of national edible oil data.

The government emphasized that compliance is not just a regulatory requirement but a critical contribution to India’s food security infrastructure. Accurate data will support better planning, efficient supply chain management, and a more transparent edible oil ecosystem. Stakeholders have been urged to ensure full compliance promptly and partner in building a robust, data-driven edible oil sector.
