Empowering India’s Mining Sector: 2nd State Mining Ministers’ Conference in Bhopal

Bhopal: The 2nd State Mining Ministers’ Conference is set to convene in Bhopal, Madhya Pradesh, on January 23, 2024, with Union Minister of Mines, Coal, and Parliamentary Affairs Shri Pralhad Joshi presiding over the function. Chief Minister of Madhya Pradesh, Dr. Mohan Yadav, will serve as the Chief Guest for the conference.

The mining industry has long been a cornerstone of India’s economic growth, and the Ministry of Mines is committed to enhancing exploration efforts and promoting sustainable mining practices in alignment with the vision of “Aatmanirbhar Bharat.” The conference aims to provide a platform for state mining ministers to discuss and deliberate on issues impacting the mining sector, facilitating the implementation of recent reforms in the industry. The focus will be on developing strategies to enhance the effectiveness of new policy measures undertaken by the Union Government.

The conference will play a pivotal role in strengthening collaboration between the Ministry of Mines and state governments, fostering discussions on strategies essential for achieving the goals set for the mining sector. It will serve as a platform for collaboration on exploration, environmental sustainability, mineral processing, technology adoption, and policy reforms.

Acknowledging the crucial role of mineral exploration in meeting global demand, the Union Government seeks to strengthen ties between various states and the Ministry of Mines. The conference aims to showcase best practices, share success stories, and encourage peer learning and experience sharing among states to address challenges in the mining industry.

Key highlights of the conference include the felicitation of three Best Performing States in the Mining Sector, the introduction of the ASP Module of the Mining Tenement System, and the launch of a new template for the Star Rating System. The participating State Mining Ministers will contribute their insights to fortify the mining sector.

In a significant move to encourage private sector participation in exploring critical and strategic minerals, a provision for the grant of exploration licenses has been introduced. The Ministry of Mines has launched a scheme to sanction exploration projects directly to Notified Private Exploration Agencies (NPEA) for these minerals. Additionally, NPEAs are now allowed to bid for the auctioning of mineral blocks explored by them, marking a departure from previous regulations. The conference will unveil the rules for the new regime of Exploration License.

During the conference, a total of 87 Geological Reports will be handed over to various State Governments, and 5 Coal Block Exploration Reports will be presented to the Ministry of Coal, further emphasizing the commitment to bolstering India’s mining sector.
