New Delhi: In a significant move towards ensuring justice for survivors of sexual crimes, the Central Government has extended the implementation of the Centrally Sponsored Scheme for setting up Fast Track Special Courts (FTSCs) until March 31, 2026. Launched in October 2019 under the Criminal Law Amendment Act, 2018, the scheme focuses on expeditious trial and disposal of pending cases related to Rape and the Prevention of Children from Sexual Offences (POCSO) Act.
Initially set for one year, the scheme’s success prompted the Union Cabinet to extend it until March 2023. Now, with an outlay of Rs. 1952.23 crores, including Rs. 1207.24 crores from the Nirbhaya Fund, the scheme will continue for another three years.
As of December 2023, a total of 757 FTSCs, including 411 exclusive POCSO (e-POCSO) Courts, have been operational in 30 States/UTs across India. These specialized courts have successfully disposed of more than 2,14,000 cases, contributing to the reduction of the backlog in sexual offence cases.
The commitment of the government to women’s security and combating gender-based violence is evident through the establishment of FTSCs. These courts, staffed by professional and experienced judges, ensure a time-bound and expert-guided legal process, offering swift resolutions to victims of sexual offences.
Noteworthy features of the FTSCs include the establishment of Vulnerable Witness Deposition Centres within the courts, transforming them into Child-friendly Courts. This approach aims to provide crucial support to survivors and create a compassionate legal system.
A third-party evaluation of the scheme conducted by the Indian Institute of Public Administration (IIPA) in 2023 recommended its continuation. The evaluation emphasized the need to strengthen parameters, appoint experienced judges for POCSO cases, enhance courtroom technology, and establish Forensic Labs to expedite pending cases.
The IIPA also recommended the establishment of Vulnerable Witness Deposition Centers in all districts, ensuring a smoother court proceeding and child-friendly trials. The scheme’s extension aligns with its primary objective of streamlining and expediting judicial processes for sexual offences against women and children.
In a written reply in Lok Sabha, Minister of State for Ministry of Law and Justice, Shri Arjun Ram Meghwal, provided the information, highlighting the government’s commitment to delivering fair and speedy justice for survivors of sexual crimes.
