Bhubaneswar Expands Planned Urban Growth with Three New Town Planning Schemes

Bhubaneswar, June 19: Continuing its push for planned urban expansion and infrastructure-led growth, the Bhubaneswar Development Authority (BDA) has declared its intention to prepare three new Town Planning Schemes covering more than 863 acres under the Government of Odisha’s flagship SAMRUDHA SAHAR initiative.

The proposals, announced under Section 23(1) of the Odisha Development Authorities Act, 1982, are aimed at guiding systematic urban growth in the Bhubaneswar Development Area and supporting the broader vision of Viksit Odisha 2036 through integrated infrastructure creation and sustainable land development.

According to the notification, Town Planning Scheme (TPS) No. 05/2026 will cover 247.57 acres in part of Malipada Mouza, TPS No. 06/2026 will span 234.34 acres in the same mouza, while TPS No. 07/2026 will extend over 381.38 acres across parts of Malipada and Daspur Mouzas. Together, the three schemes will cover approximately 863.29 acres.

With the declaration now issued and publication in the Odisha Gazette, BDA will initiate the statutory process of inviting details from landowners and individuals holding rights or interests within the notified areas. Information in the prescribed format will need to be submitted to the Authority within two months of publication of the Gazette notification.

The new schemes form part of the state government’s SAMRUDHA SAHAR programme, which seeks to accelerate economic growth through planned urbanisation and integrated infrastructure development. The framework focuses on creating roads, drainage systems, water supply networks, sewerage infrastructure, electricity facilities, public utilities, open spaces and social amenities in a coordinated manner.

A key feature of the Town Planning model is its land pooling mechanism. Under the framework, landowners contribute up to 40 per cent of their land towards public infrastructure and civic amenities, while the remaining land is returned as serviced and developed plots. The approach aims to minimise direct land acquisition while improving land value and ensuring equitable sharing of development benefits.

BDA has already made progress in implementing earlier Town Planning Schemes across the city. Town Planning Schemes 1 to 4, covering nearly 1,577 acres, have received government approval and are currently undergoing plot handover and infrastructure execution.

The authority has also received approval for the Draft Scheme of TPS No. 8 covering around 560 acres in Andharua and Daspur, where infrastructure works are expected to begin shortly.

Last week, BDA had announced four additional Town Planning Schemes—TP Nos. 42 to 45—in Zone IV. Another 10 schemes in Zone IV (TP Nos. 32–41) and three schemes in Zone I (TP Nos. 11–13) are currently under survey and are expected to be taken up in the next phase.

BDA said the continued cooperation of landowners and residents will play a key role in shaping a modern, resilient and sustainable Bhubaneswar aligned with Odisha’s long-term urban development goals.
