BDA Urges Allottees to Generate UAN by August 31 to Access Allotment Services

Bhubaneswar: The Bhubaneswar Development Authority (BDA) has made it mandatory for all allottees to generate a Unique Account Number (UAN) by August 31 in order to continue availing various pre- and post-allotment services. These include asset allotment, lease deed execution, obtaining No Objection Certificates (NOC) for loans, asset transfers, and conversion from leasehold to freehold status.

The UAN will serve as a unique reference ID for all future applications and transactions with BDA. Allottees can create their UAN by visiting the official BDA website at www.bda.gov.in. To further ease the process, the authority is setting up a UAN Facilitation Cell at its office to assist applicants with registration and address any related queries.

In parallel, BDA’s ongoing initiative to convert leasehold properties into freehold status has recorded substantial progress. Of the 1,250 applications received so far, 743 conveyance deeds have already been registered. Notably, 843 applications have been submitted through the BDA’s digital platform, underscoring a positive response to the streamlined online process.

To qualify for freehold status, an allottee must have constructed a house on the allotted plot, maintained uninterrupted possession for over five years, and executed a valid lease deed with BDA.

As many as 27 housing schemes have been brought under the conversion programme. Key among them are Pokhariput Phases I, II, and III, Prachi Enclave (Chandrasekharpur), Lumbini Vihar, Udayagiri Vihar (Patrapada), and Lingaraj Vihar (Bhimpur).

The conversion fee for residential plots has been fixed at 3% of the latest Benchmark Valuation of Gharabari Kissan land as determined by the State Government for 2024.

Applicants with mortgaged properties must submit a valid No Objection Certificate (NOC) from their lender. Additionally, an affidavit declaring the absence of any legal disputes is required. Applications tied to ongoing court cases will only be considered once a final judgment has been issued.

Those found to have encroached on government, BDA, or public undertaking land are not eligible for freehold conversion unless they vacate the encroached area and file an affidavit confirming compliance.
