BDA Partners with Surbana Jurong to Develop 800-Acre New City in Bhubaneswar

Bhubaneswar: In a major step towards planned urban expansion, the Bhubaneswar Development Authority on Tuesday signed an agreement with Singapore-based Surbana Jurong for the preparation of a comprehensive master plan for a proposed New City in Bhubaneswar.

The ambitious project, spread across nearly 800 acres in the mouzas of Gothapatna, Malipada, and Daspur, is envisioned as a multi-economic growth hub aligned with the state’s long-term development vision, Vikshit Odisha 2036.

The agreement was formalized by Manas Ranjan Padhi and Manideep Dutta in the presence of senior officials, including Bhabataran Sahu, Nodal Officer (New City); Omkar Mohanty; Manasi Mohanty; and Ajay Jha.

The proposed New City will be developed as a transit-oriented urban hub, focusing on efficient public transport systems, reduced travel time, and integrated mixed land use. A key priority will be ensuring “Housing for All,” with diverse and affordable housing options catering to various income groups.

Chanchal Rana, Vice-Chairman of BDA, stated that the city will feature state-of-the-art infrastructure, including MICE (Meetings, Incentives, Conferences, and Exhibitions) facilities, plug-and-play innovation hubs, and advanced data management centers. He added that the project will emphasize creative placemaking through the development of central forest parks, gateway plazas, and vibrant public spaces to foster community engagement.

The upcoming city will also integrate smart and green infrastructure solutions aimed at enhancing climate resilience, environmental sustainability, and overall quality of life. The Bhubaneswar Development Authority has been designated as the nodal agency for implementation.

Once completed, the New City is expected to streamline Bhubaneswar’s expansion, curb unregulated urban sprawl, and strengthen urban infrastructure. The project is also projected to generate employment opportunities, attract investments, and promote inclusive growth by ensuring access to affordable housing and essential community services for all sections of society.
