BDA Moves to Resolve Land Record Discrepancies, 218 K-7 Cases Decided

Bhubaneswar: A long-pending land record issue affecting allotment holders of the K-7 Kalinga Nagar plotted scheme in Ghatikia Mouza is set to be resolved, with the Member, Board of Revenue, passing orders in 218 cases and directing correction of plot areas and maps.

The issue dates back to residential plots allotted under the Kalinganagar Plotted Development Scheme in 1991. While the plots were identifiable and correctly positioned on the ground, discrepancies in their recorded areas in settlement records created hurdles for several genuine allottees in accessing post-allotment services.

The discrepancies particularly affected services related to lease deeds and conversion of leasehold properties into freehold, prompting affected allottees to seek intervention from the Housing and Urban Development Department and the Bhubaneswar Development Authority (BDA).

Following the matter being brought to the government’s attention, directions were issued for a time-bound resolution through appropriate revenue proceedings. The BDA also engaged legal counsel to represent and safeguard the interests of genuine allotment holders.

To expedite the cases, the Member, Board of Revenue held weekly hearings. As part of the proceedings, the Board directed the BDA, General Administration and Public Grievance Department, Revenue and Disaster Management Department and other concerned authorities to jointly inspect the affected areas and submit a factual report.

A joint team subsequently conducted a priority field inspection and submitted its findings to the Board. After hearing the matter, the Member, Board of Revenue on Thursday pronounced orders in 218 cases.

Based on the field inspection report, the Board directed the Bhubaneswar Tahsildar to make necessary corrections in the recorded plot areas and maps pertaining to the cases.

The move is expected to remove a major administrative hurdle for K-7 allottees and enable genuine beneficiaries to access pending post-allotment services without being affected by discrepancies in settlement records.

The coordinated action by the state government, Board of Revenue and BDA is aimed at ensuring faster resolution of genuine public grievances and smoother delivery of citizen services. The affected allottees have expressed gratitude to Housing and Urban Development Minister and BDA Chairman Krushna Chandra Mahapatra for his intervention in resolving the long-standing issue.
