Union Minister Dr. Jitendra Singh Launches Digital Civil List 2025

New Delh: Marking a significant step towards digital governance and administrative transparency, Union Minister Dr. Jitendra Singh today launched the electronic Civil List, 2025, in the form of a comprehensive e-book. The list serves as a digital compendium of serving Indian Administrative Service (IAS) officers across the country and represents the 70th edition of the Civil List—also the fifth to be released entirely in digital format.

Speaking at the launch event, Dr. Jitendra Singh, who holds multiple portfolios including Science and Technology, Earth Sciences, Personnel, and is Minister of State in the PMO, highlighted the importance of the Civil List as a crucial resource that offers a structured overview of India’s administrative leadership. “The IAS continues to attract the brightest minds and plays a pivotal role in strengthening the federal structure of governance,” he said.

For the first time, the 2025 edition features photographs of officers, making it more informative and visually accessible. Published by the Department of Personnel and Training (DoPT), the digital document includes key details such as the officer’s name, batch, cadre, current posting, pay level, educational qualifications, and retirement date. It also offers cadre-wise strength, retirement projections for the next five years, and historical appointment data dating back to 1969.

Dr. Singh proposed incorporating AI-based domain-specific search capabilities into the digital Civil List in the future. Such tools, he noted, would enhance the government’s ability to identify suitable officers for mission-mode projects and targeted initiatives, while ensuring data protection and access control. He also emphasized the need for regular updates to maintain the list’s accuracy and utility.

“The Civil List is not just a reference for administrators and policy-makers but is also a valuable public resource,” Dr. Singh said, underlining the broader vision of Digital India. He congratulated the DoPT team for their successful efforts in shifting from hard-copy publications to a fully digital model, saving costs and promoting environmentally conscious governance practices.

The e-book has been designed as a searchable PDF with embedded hyperlinks, offering users an easy-to-navigate interface for quick access to information. This aligns with the government’s focus on improving citizen-centric services and modernizing administrative frameworks.

The 2025 edition reflects a total authorized IAS cadre strength of 6,877, with 5,577 officers currently in active service across 25 state cadres. The DoPT, as the cadre-controlling authority for the IAS, compiles the Civil List annually using inputs from central records and state governments.

The launch event witnessed the presence of several senior dignitaries, including S.N. Tripathi, Director General of the Indian Institute of Public Administration (IIPA); Sriram Taranikanti, Director and Chairperson of the Lal Bahadur Shastri National Academy of Administration (LBSNAA); and Rachna Shah, Secretary, DoPT, among others.
