Union Minister Dharmendra Pradhan Inaugurates Workshop on Institutional Development Plans for Higher Education

New Delhi: Union Minister for Education, Dharmendra Pradhan, inaugurated a one-day workshop on the Institutional Development Plan (IDP) for Higher Education Institutes in New Delhi, aimed at transforming India’s higher education landscape. As part of the event, Pradhan also launched the UGC Compendium of Regulations (1957-2023), a comprehensive resource compiling all UGC rules and regulations into a single, accessible document.

In his keynote address, Pradhan emphasized the pivotal role of higher education institutions (HEIs) in realizing Prime Minister Narendra Modi’s vision of a “Viksit Bharat” by embracing the values of the National Education Policy (NEP) 2020. He highlighted how HEIs can redefine education by doubling the gross enrolment ratio, promoting a multidisciplinary approach, and fostering innovation and entrepreneurship.

“Education will propel India from being a consuming economy to becoming a producing economy,” Pradhan stated, urging institutions to focus on capacity building, integrating Bharatiya Bhasha (Indian languages), and achieving global standards in research and development. He also called on the academic community to work towards addressing 21st-century aspirations and creating solutions for both local and global challenges.

K. Sanjay Murthy, Secretary, Department of Higher Education, echoed these sentiments, stressing the need for talent and competency to support the country’s long-term development. He also underlined the importance of the IDP in helping Indian institutions compete on a global level.

The workshop brought together over 170 representatives from HEIs across India to discuss strategies for institutional growth and development. Aligned with NEP 2020, the IDP provides a clear roadmap for institutions to define their mission, goals, and long-term vision. The event featured thematic sessions on governance, financial management, human resources, digital enablers, and innovative funding models. Experts from academia, industry, and government shared insights on how institutions can implement best practices and achieve excellence in higher education.

As part of the event, the UGC Compendium of Regulations (1957-2023) was released, offering a consolidated resource of 15 rules, 87 regulations, and 28 notifications that cover critical topics ranging from accreditation and admissions to financial management and compliance. This 1,100-page compendium, available as a PDF and e-book on the UGC website, is designed to streamline the regulatory process for institutions and facilitate better decision-making.
