New Delhi: In a significant move to support higher education and promote research, Union Minister for Finance and Corporate Affairs, Nirmala Sitharaman, announced new financial assistance measures while presenting the Union Budget 2024-25 in Parliament today.
The Finance Minister introduced a new initiative providing financial support for loans up to ₹10 lakh for higher education in domestic institutions. This scheme is targeted at youth who have not been eligible for any benefits under existing government schemes and policies. Sitharaman stated that E-vouchers would be issued directly to 1 lakh students annually, offering an annual interest subvention of 3% on the loan amount. This measure aims to make higher education more accessible and affordable for a broader segment of the population.
In a bid to strengthen the country’s research and development capabilities, the Finance Minister also announced the operationalization of the Anusandhan National Research Fund. This fund will support basic research and prototype development, providing a much-needed boost to foundational scientific endeavors.
Furthering the government’s commitment to innovation, Sitharaman revealed plans to establish a mechanism for promoting private sector-driven research and innovation at a commercial scale. This initiative will be supported by a financing pool of ₹1 lakh crore, as outlined in the interim budget. The goal is to spur cutting-edge research and drive technological advancements by leveraging private sector expertise and investment.
The introduction of financial support for higher education loans is expected to empower a significant number of students, enabling them to pursue their academic goals without the burden of excessive debt. The interest subvention will make loans more manageable and encourage more youth to seek higher education.
Simultaneously, the operationalization of the Anusandhan National Research Fund and the new mechanism for private sector-driven research are set to catalyze innovation and development in the country. By fostering a robust research environment and encouraging private sector participation, the government aims to position India as a leader in scientific research and technological innovation.
