TRAI Releases Recommendations on Embedded SIM for M2M Communications

New Delhi: The Telecom Regulatory Authority of India (TRAI) has unveiled its recommendations on the ‘Usage of Embedded SIM for Machine-to-Machine (M2M) Communications’, marking a significant step towards streamlining the regulatory framework for M2M embedded SIM (eSIM) in the country.

The Department of Telecommunications (DoT), in its letter dated 09.11.2021, sought TRAI’s recommendations under the TRAI Act, 1997, regarding the utilization of embedded SIM for M2M communications. In response, TRAI issued a Consultation Paper on ‘Embedded SIM for M2M Communications’ on 25.07.2022, inviting comments/counter comments from stakeholders. Following this, 15 stakeholders submitted their feedback, and an open house discussion on the consultation paper was conducted on 14.12.2022 through virtual mode.

Based on the extensive deliberations, comments from stakeholders, and its own analysis, TRAI has finalized its recommendations, aiming to enhance the regulatory landscape of M2M eSIM in India.

With the advent of 5G services in the nation, the M2M ecosystem has witnessed significant growth opportunities, catering to diverse sectors such as agriculture, transportation, healthcare, and industrial automation. These recommendations are designed to address the evolving needs of the M2M sector and facilitate its seamless integration into various domains of the economy.

Key highlights of the recommendations include a strong emphasis on security measures, particularly through robust Know Your Customer (KYC) processes. TRAI underscores the importance of KYC in ensuring network security, mitigating fraud risks, and bolstering the integrity of the M2M eSIM ecosystem.

Furthermore, TRAI has proposed a framework for profile switching of eSIMs and swapping of SM-SR, providing users with greater flexibility and fostering healthy competition within the sector. Implementation of these recommendations by the Government is expected to promote orderly growth in the M2M eSIM segment of the telecom sector, stimulating the development of a robust indigenous M2M eSIM ecosystem in India.
