Successful Nationwide Digital Life Certificate Campaign 2.0 Ensures Pensioner Convenience

New Delhi: The Department of Pension and Pensioners’ Welfare, in collaboration with various stakeholders, has successfully conducted the Nationwide Digital Life Certificate (DLC) Campaign 2.0 from November 1 to 30, 2023, across 602 locations in 100 cities in India. The campaign aimed to simplify the process of submitting life certificates for pensioners and utilized Face Authentication Technology to expedite the generation of DLCs, reducing wait times significantly.

During the campaign, Pension Disbursing Authorities were directed to generate an Exception List from the updated DLC status of all pensioners. A 100% Saturation Approach was adopted to ensure that all pensioners could submit their life certificates conveniently. For pensioners unable to use DLC themselves or those unable to move, Doorstep Banking or deputing officials were arranged for assistance. As of now, a total of 1.38 crore DLCs have been generated, with 43.19 lakh DLCs from Central Government Pensioners.

To further encourage the submission of Digital Life Certificates and prevent the discontinuation of pensions, a review meeting was held by Shri V. Srinivas, Secretary (P&PW), with Pension Disbursing Authorities. The Secretary urged all stakeholders, including banks, the Ministry of Communication, and Defence, to generate Exception Lists regularly and raise awareness about Face Authentication DLC. The goal is to achieve 100% submission of life certificates by pensioners.

Pensioners’ Welfare Associations, totaling 58, were requested to assist in reaching out to their members in the Exception List, ensuring the timely update of DLC. Secretary (P&PW) commended banks and Pensioners’ Welfare Associations for their outstanding work under DLC Campaign 2.0, resulting in the highest-ever number of DLCs and Face Authentication users generated in 2023-24.

The DLC Campaign 2.0 is scheduled to conclude on March 31, 2024, and the Department seeks continued support from all stakeholders to achieve its objectives and ensure the seamless submission of life certificates by pensioners.
