Odisha’s Climate-Resilient Irrigation Project Empowers Farmers and Enhances Agricultural Sustainability in Ganjam District

Bhubaneswar: Anu Garg, IAS, Development Commissioner-cum-Additional Chief Secretary, Department of Water Resources, Odisha, visited Ganjam district on Sunday to review sustainable irrigation initiatives under the Odisha Integrated Irrigation Project for Climate Resilient Agriculture (OIIPCRA). During her visit, she interacted with members of the Radhakrishna Pani Panchayat in Chhatrapur block, hearing firsthand about the positive impact of climate-resilient practices and technologies implemented through the project.

The project, aimed at fortifying climate resilience and enhancing agricultural productivity, has improved irrigation infrastructure in the region. Significant upgrades have been made to the Ittagadia Bandha Minor Irrigation Project (MIP), including the renovation of tank headworks, construction of canals and field channels for efficient water distribution, and installation of solar bore wells to promote conjunctive water use.

In addition to irrigation improvements, the project has introduced several climate-smart farming practices. Demonstrations have been conducted on Green Manuring, Mechanized Direct Seeded Rice (DSR), and improved cultivation techniques for crops such as Ragi, Green Gram, and Sunflower. A Custom Hiring Centre (CHC) has been established, allowing farmers access to necessary farm implements at affordable rates. The initiative also empowers women self-help groups (SHGs) with mini dal mills, oil extraction units, and millet processing facilities, encouraging economic independence and local enterprise.

The project has expanded the area under hybrid vegetable cultivation, with small and marginal farmers benefiting from increased income through mushroom and vermicompost units. Additionally, preservation units and pack houses have been set up to reduce post-harvest losses, a step aimed at sustaining income and ensuring food security.

The OIIPCRA initiative, active in 15 districts across Odisha, seeks to intensify and diversify agricultural production while building climate resilience within Minor Irrigation (MI) tank command areas. With a focus on climate-smart intensification in agriculture, horticulture, and fisheries, the project also enhances water productivity and irrigation access while strengthening institutional capacities.

A key aspect of the project is its emphasis on educating farmers through capacity-building initiatives and climate-smart agriculture demonstrations, particularly for Pani Panchayats. These activities aim to augment water availability, assure consistent irrigation supply, and facilitate the marketing of farm produce, creating a sustainable and resilient agricultural ecosystem for Odisha’s farming communities.

The visit by Anu Garg highlights the Odisha government’s commitment to pioneering climate-resilient agriculture, driving sustainable development, and empowering local farmers through innovative water and farm management practices.
