Odisha Unveils ₹1,113 Crore Biotechnology Development Scheme to Boost Innovation and Bio-Economy

Bhubaneswar: In a strategic move to harness its rich biodiversity and position itself as a biotechnology hub, the Odisha government has approved the ambitious ‘Development of Biotechnology’ scheme, with a total outlay of ₹1,113.50 crore over the next five years. The scheme, cleared by the State Cabinet, aims to tap into the state’s ecological diversity and skilled workforce to build a thriving bio-economy and drive inclusive, knowledge-based growth.

The initiative will be implemented from 2025–26 to 2029–30 and is designed to accelerate biotechnology research, innovation, infrastructure development, and industry-academia collaboration in Odisha. Backed by the Odisha Biotechnology Policy 2024, the scheme seeks to provide strategic incentives and support mechanisms to promote product and service development across multiple sectors such as healthcare, agriculture, environment, and industrial biotech.

As an umbrella programme, the Development of Biotechnology scheme consists of 17 sub-schemes and targeted interventions. These will support advanced research, establish high-end laboratories and biotech parks, boost higher education in biotechnology, and strengthen Odisha’s capacity for cutting-edge scientific development. The initiative also aims to create a robust ecosystem that encourages entrepreneurship, aligns academic curricula with industry demands, and fosters job creation.

Officials said the scheme would catalyse the transition of Odisha into a knowledge-driven bio-economy. With focused efforts on product innovation, commercialization, and market readiness, it will empower startups, researchers, and industries to contribute meaningfully to economic and social progress.

The scheme emphasizes public-private partnerships, institutional collaboration, and sustainable development. It also underscores the importance of biotechnology in addressing challenges such as food security, climate change, health disparities, and environmental sustainability.
