Odisha Set to Roll Out End-to-End Cashless Land Registration System

Bhubaneswar: Property registration in Odisha is set for a major overhaul, with the State Government planning to introduce a fully cashless and end-to-end digital land registration system aimed at improving transparency, reducing delays and eliminating opportunities for corruption.

Revenue Minister Suresh Pujari on Tuesday said the proposed system has been designed to ensure that all financial transactions related to land purchases and sales are conducted digitally, leaving no scope for cash payments during the registration process.

Under the new framework, citizens will be able to complete almost the entire registration procedure online after finalising a land deal. Buyers and sellers will be required to visit the sub-registrar office only once—for identity verification and execution of the sale deed.

Following registration, the sale deed will be issued digitally and made available online, removing the need for applicants to collect physical copies from government offices.

The Minister said the initiative is expected to make land transactions faster and more convenient while doing away with the involvement of middlemen. It will also help improve accountability and transparency in the functioning of sub-registrar offices.

Pujari informed that the government has already finalised the implementation framework for the cashless registration system and that the new mechanism will be introduced soon across the state.
