Odisha Ranked First in 2024 Urban Governance Index, Leading India in Urban Reforms

Bhubaneswar: Odisha has secured the top spot in the 2024 Urban Governance Index (UGI), an independent study conducted by the Praja Foundation. This prestigious ranking highlights Odisha’s remarkable success in urban reforms, particularly in empowering local governance structures, decentralization, and fostering citizen involvement.

Odisha outperformed 31 cities across the country, showcasing its leadership in urban governance through progressive policies that provide autonomy to urban local bodies (ULBs) and elected representatives. The state has excelled in implementing fiscal decentralization, robust citizen participation frameworks, and transparent administrative processes, setting a national benchmark for urban governance.

The Urban Governance Index evaluates states based on four key pillars: the empowerment of elected representatives, city administration, fiscal autonomy, and citizen involvement, covering 42 detailed indicators. Odisha’s high ranking reflects its comprehensive and forward-thinking approach in these areas.

Dr. Krushna Chandra Mahapatra, Minister of Housing & Urban Development, expressed his delight, stating, “This recognition reflects our long-standing efforts to decentralize power and ensure that our cities and urban local bodies have the resources and autonomy needed to deliver on their mandates. Odisha will continue to prioritize transparent, accountable, and citizen-driven governance.” He also congratulated “TEAM URBAN” for their dedication and success.

Smt. Usha Padhee, Principal Secretary of Housing & Urban Development, who has been closely monitoring the UGI, has played a key role in Odisha’s continuous progress in urban governance.

Key Reforms Driving Odisha’s Success:

  • Autonomous Urban Local Bodies: Odisha has granted enhanced administrative and financial powers to ULBs, allowing them to make more efficient and impactful decisions at the grassroots level.
  • Fiscal Decentralization: The state has made significant improvements in ULB budgets and resource allocation, enabling more tailored urban development projects.
  • Citizen Participation: Introduction of citizen engagement platforms ensures that communities are directly involved in urban planning and governance, creating more inclusive cities.
  • Capacity Building and Infrastructure: Odisha has focused on improving the capacity of municipal staff and modernizing infrastructure across cities through targeted initiatives.

This achievement positions Odisha as a model state for urban governance in India, with its holistic approach combining accountability, inclusivity, and local autonomy. Odisha’s reforms are now seen as trailblazing in India’s urban development journey, cementing its role as a leader in progressive governance.
