Odisha Proposes Five New NCC Girls Battalions to Boost Youth Leadership and Empowerment

Bhubaneswar: To empower young women and expanding youth engagement in nation-building, the Odisha government has proposed the creation of five new all-girls battalions under the National Cadet Corps (NCC). The proposal is a major step in the state’s broader vision to enhance cadet strength and foster leadership and discipline among youth.

The move was formally conveyed in a letter from Minister of State for Higher Education, Sports & Youth Services, and Odia Language, Literature & Culture, Suryabanshi Suraj, to Colonel Satyabrata Swain, Director of NCC Odisha. The minister reaffirmed the government’s commitment to the State NCC Expansion Plan, which seeks to raise the total number of NCC cadets in Odisha from 63,000 to 90,000.

The proposal to form five new girls battalions is in response to increasing demand from educational institutions and stakeholders for broader and more inclusive access to NCC programs. Once established, these units will significantly expand opportunities for girls to participate in NCC training, thereby promoting leadership, discipline, and service values among female students.

To facilitate implementation, the state government has requested the NCC Directorate to draft a detailed plan that includes a region-wise deployment strategy, infrastructure and manpower requirements, training logistics, and a realistic timeline for rollout.

Minister Suraj assured that the state will extend full support—both administrative and financial—for the formation and functioning of the new battalions. The expansion is expected to provide girl students across Odisha with greater access to NCC’s leadership-oriented training and further the national vision of inclusive youth empowerment.

The initiative also aligns with the Centre’s broader objective of strengthening youth participation in civic responsibilities and fostering a disciplined, patriotic generation prepared to contribute to national development.
