
Bhubaneswar: Odisha and Japan are moving closer towards establishing a formal institutional partnership, with the state government initiating detailed discussions for a Friendship Agreement with Japan’s Tottori Prefecture to enhance cooperation across multiple sectors.
The proposed collaboration was discussed during a high-level meeting between Odisha Chief Secretary Anu Garg and Consul General of Japan in Kolkata ISHIKAWA Yoshihisa in Bhubaneswar on Thursday. Additional Chief Secretary Hemant Sharma also participated in the meeting.
Officials said the proposed agreement aims to strengthen bilateral engagement in areas such as industrial development, tourism, skill development, culture, youth exchange and people-to-people relations.
The discussions followed Chief Minister Mohan Charan Majhi’s recent meeting with the Japanese Consul General, during which both sides explored opportunities for deeper engagement between Odisha and Japan.
During Thursday’s meeting, officials deliberated on the draft framework of the proposed Odisha–Tottori Friendship Agreement and discussed mechanisms for long-term collaboration in economic and cultural sectors.
The two sides also explored the possibility of organising a joint coordination meeting involving the Odisha government, the Embassy of India in Tokyo and the Tottori Prefectural Government to finalise timelines and operational modalities for the partnership.
The Odisha government highlighted emerging opportunities in advanced manufacturing, industrial investment, tourism and skill development while seeking greater cooperation from Japanese institutions and industries.
Discussions also focused on expanding Japanese language education, student and faculty exchange programmes, sports collaboration and tourism promotion linked to the Buddhist circuit.
Officials said the proposed partnership is expected to open new opportunities for educational, industrial and cultural exchanges while strengthening Odisha’s international engagement with Japan in the coming years.
