Odisha Govt Reinforces Statewide Ban on Single-Use Plastics in All Government Offices

Bhubaneswar: In a renewed push toward environmental sustainability, the Odisha government has reinforced its ban on single-use plastic items in all government offices, autonomous institutions, and State Public Sector Undertakings (PSUs). The directive, issued to all Additional Chief Secretaries, Principal Secretaries, and Commissioner-cum-Secretaries, urges strict compliance with the existing plastic ban and outlines immediate steps for implementation.

Although Odisha had officially banned single-use plastics on October 2, 2019, and the Central government imposed a nationwide restriction on such items from July 1, 2022, the usage of plastic continues unabated—especially in urban regions, government functions, and popular picnic spots. This prompted the state administration to reassert the rules and call for serious enforcement.

The government has instructed that plastic water bottles should no longer be used during meetings, workshops, or official events. Instead, departments must opt for more sustainable alternatives such as steel, copper, bamboo, earthenware, or glass containers. Similarly, the use of plastic or thermocol-based cutlery, including plates, cups, bowls, spoons, and trays, has been prohibited, with a shift toward steel, brass, glass, or plant-based products being encouraged.

Carrying polythene bags for office-related materials has also been disallowed. Jute, cloth, or paper-based bags should be used in their place. Employees and visitors are now expected to bring food, tea, or coffee in eco-friendly containers made of durable materials like steel, brass, or glass instead of plastic or polythene. Furthermore, the practice of using plastic-wrapped flower bouquets, gift items, and mementoes has been restricted. Paper-based wrapping has been advised as the environmentally responsible alternative.

The communication underlines the need for effective monitoring to ensure compliance at all levels. Departments have been asked to raise awareness among staff and take prompt corrective measures in cases of violation. Through this move, the Odisha government aims to reinforce eco-conscious practices and significantly reduce the environmental burden caused by plastic waste across its administrative network.
