Odisha Government Announces Major IAS Reshuffle

Bhubaneswar: The Odisha government on Saturday implemented a significant reshuffle in the senior IAS cadre, involving several key positions across departments. The changes, aimed at enhancing administrative efficiency, were detailed in a notification issued by the General Administration and Public Grievances Department.

Key Appointments and Changes

Chithra Arumugam, currently Special Secretary in the Planning & Convergence Department, has been appointed as Principal Secretary of the Labour & ESI Department. She will continue to hold the additional charge of Principal Secretary, Science & Technology Department.

Yamini Sarangi, State Project Director of Odisha Adarsha Vidyalaya Sangathan, will now serve as Commissioner of Commercial Taxes & GST while retaining her role as Special Secretary in the Finance Department. Her new position has been declared equivalent in status to that of a Special Secretary in the IAS cadre.

Sudhansu Mohan Samal, Additional Secretary in the Water Resources Department, has been named Managing Director of Odisha Mining Corporation Limited (OMC). The appointment of Balwant Singh in the same role will be terminated once Samal assumes charge.

Indramani Tripathy, Director of Scheduled Tribes (ST) with additional responsibilities in the ST & SC Development, Minorities & Backward Classes Welfare Department, has been appointed Labour Commissioner, Odisha. This will end the additional appointment of Kulange Vijay Amruta in the role.

Dr. Poma Tudu, Managing Director of Odisha State Medical Corporation Limited (OSMCL), will now also serve as Director of Scheduled Tribes in an additional capacity, alongside her current responsibilities.

Additional Appointments

  • Trilochan Majhi, Additional Secretary, Revenue & Disaster Management Department, has been transferred to the Home Department as Additional Secretary.
  • Siddhartha Das, Director of Sports, has been appointed as Registrar of Co-operative Societies, Odisha.
  • Bijay Kumar Prusty, Secretary, ORERA, will now take over as Director of Estates and Ex-Officio Additional Secretary, GA & PG Department.
  • Satyabrata Rout, Additional Secretary, Finance Department, has been reassigned to the Works Department in the same capacity.
  • Monica Priyadarshini, on inter-cadre deputation, has been named Mission Director of Odisha Livelihoods Mission.
  • Deepankar Mohapatra, CEO of the Hockey Promotion Council, Odisha, has been appointed Director of Sports while retaining his CEO role.
  • Smita Rout, Additional Secretary, Finance Department, has been appointed as State Project Director of Odisha Adarsha Vidyalaya Sangathan.

The reshuffle reflects the government’s ongoing efforts to strengthen governance by optimizing the deployment of senior officers across strategic positions.
