Odisha Government Advances Digital Integration for Cess Collection

Bhubaneswar: In a move to streamline the collection of cess under the Odisha Building and Other Construction Workers Welfare Board (OB&OCWW Board), a high-level meeting was held today at Lok Seva Bhawan. Chaired by Deputy Chief Secretary-cum-Additional Chief Secretary (DC-cum-ACS), Anu Garg, IAS, the discussion focused on integrating various software platforms to ensure the seamless deposit of cess collected at the source.

During the meeting, Chithra Arumugam, IAS, Principal Secretary to the Government, Labour & ESI Department, underscored the importance of linking the existing systems with the Nirman Shramik Portal. She stated that this integration would facilitate real-time fund transfers to the Board, minimizing delays and enhancing revenue collection. The initiative is expected to strengthen the financial efficiency of the Board and ensure timely benefits for construction workers across the state.

Key officials present at the meeting included Usha Padhee, IAS, Principal Secretary, Housing and Urban Development Department, along with representatives from the Commerce & Transport Department. Also in attendance were Indramani Tripathy, IAS, Labour Commissioner, Odisha, Dr. N. Thirumala Naik, IAS, Vice Chairman, Bhubaneswar Development Authority (BDA), as well as senior officers from the Finance Department, Panchayati Raj & Drinking Water Department, Rural Development Department, and Bhubaneswar Municipal Corporation (BMC).

The discussions revolved around optimizing the digital infrastructure to enhance transparency and efficiency in cess collection. Officials highlighted the need for robust coordination between departments to facilitate a smooth transition. The proposed integration is set to improve governance, boost cess revenues, and reinforce Odisha’s commitment to the welfare of construction workers.
