Odisha CM Pitches Key Demands in Pre-Budget Consultation Meeting

Bhubaneswar: In a pre-budget consultation meeting, Odisha Chief Minister Mohan Charan Majhi presented a series of proposals aimed at bolstering the state’s economy and addressing regional development gaps. Majhi emphasized the need for greater financial flexibility under the States for Capital Investment (SACI) scheme and highlighted critical areas requiring immediate support.

Majhi urged Union Finance Minister Nirmala Sitharaman to allocate 60% of the SACI scheme funds for 2025-26 under untied Part-I, allowing states greater autonomy in resource utilization. Currently, only 37% of SACI allocations are untied, with the remaining 63% linked to sectoral reforms. “Enhanced flexibility will enable states like Odisha to address pressing developmental priorities,” Majhi asserted.

The Chief Minister also called for a dedicated scheme to support urbanization in states like Odisha, where urban growth remains below the national average. “Urbanization is essential for economic transformation. A targeted scheme would bridge the gap and drive sustainable urban development,” Majhi said.

Highlighting Odisha’s industrial potential, Majhi requested the sanction of new industrial townships in Gopalpur and Jharsuguda to create an investor-friendly environment. He also advocated for financial backing for critical infrastructure projects in Odisha and other eastern states, emphasizing their role in attracting investments and spurring economic growth.

Additional demands included funding for tourism infrastructure, enhanced support for the Jal Jeevan Mission, and improvements in healthcare and education sectors. Majhi further sought the inclusion of Mayurbhanj and Keonjhar districts’ uncovered blocks under the Aspirational Blocks Programme to address developmental disparities in these regions.

The SACI scheme, enhanced to ₹1.50 lakh crore in the Union Budget 2024-25, has benefited states, including Odisha. However, Majhi’s proposals highlight the need for greater flexibility and targeted interventions to ensure equitable and impactful use of funds.

Majhi’s comprehensive agenda underscores Odisha’s commitment to leveraging national resources to drive regional development and economic growth. The meeting set the stage for constructive discussions ahead of the Union Budget 2025-26.
