Odisha Charts Path to Long-Term Growth as NITI Aayog CEO Reviews Vision 2036 & 2047 Implementation Plan

Bhubaneswar: Stepping up efforts to translate an ambitious development roadmap into action, NITI Aayog CEO B. V. R. Subrahmanyam held an in-depth consultation with senior officials of the Odisha government at Kharavel Bhawan on Friday. The focus of the high-level meeting was to fine-tune the execution strategy for the recently launched “Viksit Bharat for Viksit Odisha – Vision 2036 & 2047,” a long-term blueprint for inclusive and sustainable development.

The roadmap, officially unveiled on June 20 in Bhubaneswar by Prime Minister Narendra Modi in the presence of Chief Minister Mohan Charan Majhi and other dignitaries, sets ambitious targets for Odisha’s transformation over the next two decades. The document lays out a multi-sectoral vision aligned with India’s national goal of becoming a developed nation by 2047.

At Friday’s review meeting, Chief Secretary Manoj Ahuja, Development Commissioner Anu Garg, and senior secretaries from across departments engaged in focused discussions with the NITI Aayog CEO to align departmental strategies with the broader development goals. The state’s “36-for-36” thematic framework — a key pillar of the vision — was a central point of discussion.

Subrahmanyam praised the swift and collaborative drafting of the Vision document, which was completed in just 11 months. He described it as a well-researched and participatory effort that reflects Odisha’s growing policy maturity. To ensure systematic execution, he proposed the creation of an “Odisha Vision Cell” at the state level and “Vision Units” at the district level. He also recommended regular monitoring through review committees led by the Chief Minister and Chief Secretary.

The Chief Secretary acknowledged the technical support provided by NITI Aayog and expressed confidence that with such strategic collaboration, the roadmap’s milestones could be achieved within the proposed timelines. He also emphasized the need for rigorous data tracking and inter-departmental coordination to bring about visible changes on the ground.

In her remarks, Development Commissioner Anu Garg stressed that the vision-building exercise was a product of seamless coordination across political and administrative levels. She thanked NITI Aayog for its guidance and noted that all departments had contributed constructively to shaping a roadmap that is both visionary and actionable.

Departmental secretaries outlined their individual targets under the Vision 2036 & 2047 plan, ranging from infrastructure and health to education, employment, and sustainability. Each department committed to monthly progress reviews and adapting policies based on field realities and public feedback.
