Odisha Cabinet Clears Concessional Land Policy for 765 kV Grid Substations

Bhubaneswar: To support Odisha’s expanding energy needs and strengthen long-term transmission capacity, the State Cabinet has approved a proposal allowing the Odisha Power Transmission Corporation Ltd. (OPTCL) to obtain government land at concessional rates for the development of 765 kV grid substations across the state.

The decision marks an important policy expansion, as existing government provisions introduced in 2013 extended concessional land benefits only to 132 kV, 220 kV and 400 kV substations. The absence of a dedicated framework for 765 kV substations had emerged as a challenge in developing higher-capacity transmission infrastructure.

Under the approved policy, OPTCL can lease up to 200 acres of government land for each 765 kV grid substation, depending on land suitability and availability. The premium for such land will be charged at concessional rates in accordance with the applicable Industrial Policy Resolutions (IPRs).

The Cabinet’s approval follows proposals submitted by the Energy Department and OPTCL and recommendations made by the Industries Department to facilitate the timely rollout of critical transmission projects.

Officials said that although land will be provided at concessional premium rates, OPTCL will remain responsible for payment of other applicable costs, including annual ground rent, cess and incidental charges calculated on prevailing market values.

The government believes the move will accelerate the development of advanced transmission infrastructure, improve power evacuation capabilities and ensure reliable electricity supply to support Odisha’s industrial growth and increasing consumer demand.
