Odisha Cabinet Approves ₹112-Crore 24×7 Water Supply Project for BDA Town Planning Areas

Bhubaneswar: Residents of the rapidly developing Town Planning Scheme areas under the Bhubaneswar Development Authority (BDA) are set to receive round-the-clock drinking water supply, with the Odisha Cabinet on Monday approving the implementation of a major water infrastructure project worth ₹112.31 crore.

The project will cover Town Planning Schemes TP-1, TP-2 and TP-3 and will be executed by the Water Corporation of Odisha (WATCO) under an Engineering, Procurement and Construction (EPC) model. The selected contractor will also be responsible for operation and maintenance of the system for five years after completion.

The initiative is aimed at ensuring a continuous, reliable and equitable supply of drinking water to households, institutions and commercial establishments in the planned urban expansion zones of the capital city. Officials said the project has been designed to meet the growing demand for civic infrastructure arising from rapid urbanisation in these areas.

According to the approved plan, water will be sourced from the existing Master Balancing Reservoir (MBR) at Ghatikia, which receives treated water from the Water Treatment Plant at Naraj on the Mahanadi River.

The project includes the construction of a 15.09-km clear water gravity main and a 9.58-km distribution network to ensure efficient water delivery across the service area. In addition, eight Elevated Storage Reservoirs (ESRs) with a combined storage capacity of 9.60 million litres will be built to support uninterrupted supply.

A Supervisory Control and Data Acquisition (SCADA) system along with other automation facilities will also be installed to enable real-time monitoring and efficient management of the water distribution network.

The Cabinet approved the financial bid submitted by the technically qualified bidder, with the total project cost pegged at ₹112.31 crore, including GST. The contract has been awarded to the joint venture of M/s Shivam Condev Pvt. Ltd. and M/s Shree Hari Infra Projects Pvt. Ltd., both based in Bhubaneswar.

Officials said the project is scheduled for completion by April 2028 and is expected to significantly improve urban living standards in the newly planned townships while supporting sustainable growth and environmental management.

The 24×7 water supply scheme forms an important part of BDA’s long-term urban development strategy and is expected to serve as a model for modern water distribution infrastructure in Odisha’s urban centres.
