Odisha Bans Dance Performances in Bars, Updates Excise Rules to Enhance Performer Safety

Bhubaneswar: Odisha government has amended its Excise Rules, banning dance performances in bars statewide. Announced on Tuesday, this move aligns with the state’s new excise policy issued in August, which prohibits dance bars but allows women over 21 to participate in musical or orchestra performances at licensed premises serving foreign and Indian Made Foreign Liquor (IMFL), subject to strict conditions.

To host such performances, establishments must secure prior written permission from the excise commissioner. Key regulatory measures include mandatory CCTV installations at strategic points, including performance stages, to ensure continuous, tamper-resistant recording. This footage will be accessible to both the Inspector in Charge (IIC) of local police stations and the Officer in Charge (OIC) of excise stations.

The revised rules also prioritize performer safety and public decency. Performance areas must be enclosed by a three-foot railing, maintaining a minimum five-foot distance from the audience. Performers’ attire is also mandated to reflect public decency standards. Establishments must provide dedicated washroom and locker facilities for female performers, along with safe and complimentary travel arrangements to ensure their security.

In alignment with public health regulations, smoking is strictly prohibited within these venues, adding another layer of compliance for licensed establishments.

This move is part of Odisha’s broader effort to regulate entertainment in licensed venues, balancing business interests with public welfare and safety.
