
Bhubaneswar: The Odisha Government has approved the draft plan of Town Planning (TP) Scheme-8, marking a significant milestone in Bhubaneswar’s journey toward structured and sustainable urban development. The approval has been formally published in the Odisha Gazette, paving the way for its implementation.
Spread across 560.86 acres in Andharua and Daspur mouzas, the project will be executed by the Bhubaneswar Development Authority (BDA). Under the TP model, landowners will contribute 40% of their land for developing urban infrastructure, while 60% will remain as developed TP plots, ensuring equitable growth and shared benefits.
The scheme will feature well-planned road networks ranging from 9 metres to 60 metres, along with integrated systems for drainage, water supply, sewerage, and electricity. This comprehensive approach aims to improve connectivity, livability, and infrastructure resilience, while also enhancing the market value of the land retained by owners.
TP Scheme-8 is part of the ‘Samrudha Sahara’ initiative — Odisha’s flagship programme designed to transform urban areas into vibrant, well-planned growth centres through systematic land reconstitution and inclusive development. It also aligns with the objectives of the Comprehensive Development Plan (CDP) 2010, which envisions a 65-kilometre ring road around the Bhubaneswar Development Area to improve regional mobility and spur peripheral growth.
To realize these goals, BDA has planned a series of TP schemes across revenue villages located along the proposed ring road. BDA Vice-Chairman Dr. N. Thirumala Naik has directed officials to expedite project execution and ensure regular progress reviews, emphasizing the need for high-quality infrastructure and sustainable city planning.
