Odisha Approves Landmark AI Policy 2025 to Drive Innovation, Digital Governance

Bhubaneswar: In a decisive step toward shaping a tech-driven future, the Odisha Cabinet on Wednesday approved the Odisha Artificial Intelligence (AI) Policy 2025—an ambitious initiative aimed at harnessing the potential of artificial intelligence for inclusive and transformative governance.

With this policy, Odisha positions itself among the first Indian states to adopt a structured, mission-oriented approach to AI, focusing on responsible deployment, public sector innovation, and socio-economic progress.

The AI Policy 2025 outlines a comprehensive strategy built on four key pillars—AI infrastructure, skills development, energy readiness, and regulatory frameworks. Central to the initiative is the formation of the Odisha AI Mission, a nodal body tasked with coordinating statewide AI efforts. The Mission will operate through a dual-layer structure: a high-level AI Taskforce and an AI Cell established within the Odisha Computer Application Centre (OCAC).

The policy prioritizes AI adoption in high-impact sectors including healthcare, agriculture, education, disaster management, climate resilience, and governance. From AI-driven disease screening and predictive health tools to smart irrigation systems and multilingual personalized learning platforms, the roadmap envisions technology as a catalyst for inclusive growth and citizen-centric services.

In line with national and global AI ethics standards, the policy emphasizes transparency, fairness, and accountability. It lays down stringent data governance frameworks to ensure privacy protection, eliminate algorithmic bias, and encourage secure AI deployments across both public and private sectors.

The policy also seeks to align Odisha’s AI ecosystem with the broader objectives of the India AI Mission by focusing on building compute infrastructure, expanding access to high-quality datasets, fostering innovation, and nurturing skilled AI professionals.

Officials said the Odisha AI Policy 2025 would not only support the development of export-ready AI solutions but also create a vibrant startup ecosystem geared toward public-sector challenges. With this move, the state aspires to emerge as a national hub for AI-led innovation and governance.
