Odisha Accelerates Industrial Push with IOCL Projects in Paradip and Bhadrak

Bhubaneswar: In a major step towards fast-tracking industrial development in Odisha, Industries, Skill Development and Technical Education Minister Sampad Chandra Swain today chaired a high-level review meeting at Kharavel Bhawan, directing immediate action on two critical infrastructure projects by Indian Oil Corporation Limited (IOCL).

The meeting focused on the early implementation of the Dual Feed Naphtha Cracker Plant in Paradeep and the Yarn Manufacturing Project in Bhadrak—flagship ventures aligned with Prime Minister Narendra Modi’s Purvodaya vision aimed at unlocking the eastern region’s economic potential.

Swain emphasized the urgency of resolving pending land acquisition issues and streamlining statutory clearances to ensure swift grounding of both projects. Stressing the importance of inter-departmental coordination, he said, “These projects represent a turning point in Odisha’s development journey. They will serve as catalysts for economic transformation, ushering in a new era of industrial prosperity for our people.”

The proposed Naphtha Cracker Plant in Paradeep is expected to establish a robust petrochemicals hub, generating a strong downstream ecosystem and attracting ancillary industries. Meanwhile, the Yarn Manufacturing Project in Bhadrak is poised to significantly boost the state’s textile sector, particularly benefiting rural livelihoods through large-scale employment.

Echoing Swain’s remarks, Higher Education, Sports & Youth Services and Odia Language, Literature & Culture Minister Shri Suryabanshi Suraj highlighted the importance of coordinated action among all stakeholders to fulfill Odisha’s long-term industrial and economic goals. “Timely execution of these projects will help transform Odisha into a manufacturing powerhouse,” he said.

The review meeting reflected the state government’s clear commitment to creating an investor-friendly environment through proactive governance and efficient infrastructure facilitation. Swain assured that the government would extend all necessary support to IOCL and other involved agencies to avoid procedural delays and maintain project momentum.

Also in attendance were Hemant Sharma, Additional Chief Secretary, Industries Department; and senior officials from IOCL, IDCO, IPICOL, OPTCL, Tata Power, and the Dredging Corporation of India Limited. Representatives from the Departments of Revenue & Disaster Management, Water Resources, and the Collectors of Bhadrak and Jagatsinghpur districts also participated in the meeting.
