NHRC Hosts Capacity Building Programme for Arunachal Pradesh State Human Rights Commission Officials

New Delhi: The National Human Rights Commission (NHRC), India, has commenced a three-day Capacity Building Programme for officials of the Arunachal Pradesh State Human Rights Commission (APSHRC) in New Delhi. The initiative aims to enhance the capacity of State Human Rights Commissions (SHRCs) in promoting and protecting human rights, in line with the NHRC’s broader efforts to strengthen human rights institutions across the country.

In his inaugural remarks,Bharat Lal, Secretary General, NHRC, highlighted the importance of sensitivity, responsiveness, and promptness in addressing human rights issues. He emphasized that the NHRC and SHRCs form a vital framework for safeguarding human rights in India and hoped the programme’s interactive sessions would help participants develop a deeper understanding of their roles.

“Proactive and swift redressal of complaints is crucial to building public trust in the system,”  Lal noted, adding that the training would enable participants to align their functioning with the structured processes of the NHRC under the Protection of Human Rights Act, 1993.

Bamang Tago, Acting Chairperson of the APSHRC, expressed gratitude to the NHRC for organizing the training. As a relatively new SHRC, the APSHRC views this programme as a critical learning opportunity for its officers, particularly in handling, registering, and resolving cases effectively.

“This programme will not only strengthen the functioning of the APSHRC but also deepen the individual understanding of human values and rights among participants,” Tago said.

The programme, designed to be interactive, includes sessions on the registration and processing of complaints, conducting inquiries, training, research, international mechanisms, media outreach, and publications. Devendra Kumar Nim, Joint Secretary, NHRC, highlighted that these modules aim to equip officers with the knowledge and skills necessary for effective human rights protection and promotion.

“This training will support APSHRC officials in executing their duties efficiently while fostering a shared vision for safeguarding human rights,”  Nim remarked.
