NCGG’s Second Capacity Building Program for Senior Civil Servants of Sri Lanka Kicks Off in Mussoorie

Mussoorie: The National Centre for Good Governance (NCGG) commenced its second capacity-building program for senior civil servants of Sri Lanka on February 26, 2024. The program, scheduled to run until March 8, 2024, is being held at Mussoorie and involves the participation of 40 senior civil servant officers from Sri Lanka holding various capacities such as Directors, Deputy Directors, Municipal Secretaries, Divisional Secretaries, Assistant Divisional Secretaries, Deputy Commissioner, Deputy Land Commissioner, Provincial Directors, Assistant Chief Secretary, and Provincial Sport Director, among others.

This initiative follows the first batch of senior Sri Lankan Civil Servants who visited NCGG from February 12-17. Led by Secretary to the Prime Minister, Anura Dissanayaka, the 14-member delegation explored the National Centre for Good Governance’s facilities and exchanged valuable insights.

NCGG, an autonomous institution under the Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions, Government of India, is dedicated to action research, studies, and capacity-building in public policy and governance at both national and international levels.

V. Srinivas, Director General of NCGG and Secretary of the Department of Administration Reform and Public Grievances (DARPG), provided an introduction to the operational framework of NCGG and highlighted the substantial progress achieved since its formation. The director emphasized India’s commitment to digital governance, showcasing achievements such as the Public Grievances Redressal through CPGRAMS and various e-governance frameworks like E-Unnat, Nivesh Mistra, and Seva Sindhu.

The capacity-building program aims to facilitate the exchange of knowledge and innovations implemented in India to enhance governance and public service delivery. Participants are encouraged to explore and replicate successful e-governance models from India in Sri Lanka, emphasizing the potential for transformative impact.

Dr. AP Singh, Associate Professor and Course Coordinator, provided an overview of the program, sharing insights into various initiatives taken in India, including land acquisition, changing paradigms of governance, housing for all, disaster management, PM Jan Aarogya Yojna, public-private partnerships, Swamitva scheme, GeM, Making of Aadhar, digital public infrastructure, circular economy, and election management, among others.

Field visits to renowned institutions such as the Indira Gandhi Forest National Academy, Morarji Desai National Institute of Yoga, and the iconic Taj Mahal will enrich the learning experience, offering practical insights into governance and societal dynamics.

NCGG, in partnership with the Ministry of External Affairs (MEA), has previously imparted training to civil servants from 17 countries. The capacity-building program will be supervised by Dr. A.P Singh, Associate Professor and Course Coordinator, Dr. Mukesh Bhandari, Associate Course Coordinator, and the dedicated team of NCGG.
