ITU-UN Workshop Explores Role of Standardization and Technology in Disaster Risk Reduction

New Delhi: The ITU-UN Disaster Risk Reduction workshop, themed “Reimagining Disaster Risk Reduction: The Role of Standardization and Innovative Technologies,” was held yesterday as a side event at the ITU-WTSA 2024 in New Delhi. Co-organized by the UNCCD, CDRI, UNDRR, and ITU, the workshop convened experts from various fields to explore how advanced technologies can enhance disaster management.

In his opening remarks, Dr. Neeraj Mittal, Secretary of the Department of Telecommunications, emphasized the rapid convergence of technology, stating, “Today technology is converging so rapidly in terms of its capabilities, platforms, and devices, that the day is not far away when maybe a single technology can do everything.” He highlighted the importance of telecommunications as a foundational technology, noting, “Telecom is a horizontal technology on which all other technologies are highly dependent. This is the right moment to sit down and discuss all these issues.” He also praised the development of early warning systems in India, including cell broadcast technology, which has played a crucial role in disaster prevention.

The workshop focused on showcasing the transformative potential of emerging technologies such as artificial intelligence (AI), big data, digital twins, drones, remote sensing, and blockchain in mitigating disaster impacts. Participants discussed how these technologies can enhance prediction accuracy, optimize response times, and streamline recovery efforts. A central theme was the importance of standardization in integrating these innovations to boost global resilience against disasters.

Tomas Lamanauskas, Deputy Secretary-General of ITU, remarked, “Disasters are unfortunately increasing in both frequency and intensity. Both traditional and advanced/emerging technologies, like satellites and AI, can surely help, but they are also vulnerable.” He highlighted ITU’s active role in disaster response, noting, “It is monitoring from space and providing for an emergency telecommunications cluster to ensure communications are operational when natural calamities hit us.”

The discussions culminated in a call for deeper cross-sector collaboration to leverage the power of emerging technologies and standardized approaches. Participants emphasized the need for cooperation among industries, governments, and international organizations to enhance community preparedness and resilience to natural disasters.

The ITU-UNDRR workshop attracted a diverse range of stakeholders, including policymakers, disaster management experts, and representatives from global organizations, all committed to advancing the use of technology and standardization in building disaster resilience. By fostering collaboration, the workshop aimed to ensure that communities worldwide are better prepared for and more resilient to the challenges posed by natural disasters.
