New Delhi: The Indian Coast Guard (ICG) and the Philippine Coast Guard (PCG) held their second bilateral meeting at the ICG Headquarters, furthering the cooperation framework established under the Memorandum of Understanding (MoU) signed in August 2023. This collaborative effort aims to bolster maritime security, enhance law enforcement, and tackle marine pollution in the Indo-Pacific region.
The discussions, led by Inspector General Anupam Rai, ICG Deputy Director General (Operations & Coastal Security), and Rear Admiral Edgar L Ybanez, PCG Deputy Commandant for Administration, centered on key areas such as Maritime Search and Rescue (SAR), Maritime Law Enforcement, Marine Pollution Response, and Capacity Building.
- Search and Rescue (SAR): Both sides explored strategies for joint operations, emphasizing resource sharing and expertise exchange to ensure swift responses to maritime emergencies.
- Maritime Law Enforcement: Discussions included combating transnational crimes such as smuggling, trafficking, and illegal fishing, strengthening joint enforcement mechanisms.
- Marine Pollution Response: The meeting stressed collaborative efforts in tackling environmental hazards, focusing on training and resource-sharing to enhance preparedness.
- Capacity Building: Both Coast Guards highlighted the importance of joint exercises, training programs, and knowledge exchange to boost operational capabilities and interoperability.
As part of their official visit from December 8-12, 2024, the high-level four-member PCG delegation will meet representatives from the Department of Defence Production to witness India’s indigenous shipbuilding capabilities under the Aatmanirbhar Bharat initiative. This initiative underscores India’s commitment to self-reliance in defense manufacturing and maritime operations.
The 2023 MoU reflects the shared vision of the ICG and PCG for a secure and pollution-free maritime environment in the Indo-Pacific. The bilateral meeting reinforces this vision, contributing to regional stability and cooperation in addressing maritime challenges.
Rear Admiral Edgar L Ybanez lauded the outcomes of the discussions, stating that they mark a significant step in enhancing operational synergy and collective preparedness. Inspector General Anupam Rai emphasized the importance of joint efforts in fostering a safe and sustainable maritime environment, aligning with the broader regional security objectives.
