India Showcases Global Leadership Ambitions in Green Hydrogen at World Hydrogen Summit 2025

Rotterdam: India reiterated its strategic commitment to becoming a global hub for green hydrogen production at the World Hydrogen Summit 2025, with Secretary of the Ministry of New & Renewable Energy, Santosh Kumar Sarangi, presenting a comprehensive vision for the country’s clean energy future. Addressing the global gathering, the Secretary highlighted India’s vast renewable energy capabilities and detailed roadmap under the National Green Hydrogen Mission.

Speaking at the summit, Sarangi emphasized the transformative potential of green hydrogen in reshaping global energy systems and underscored India’s readiness to lead in this emerging sector. He noted that India’s ambition to become a global green hydrogen leader is grounded in its renewable energy strength, which has already crossed an installed capacity of 223 GW. This includes 108 GW from solar and 51 GW from wind, positioning India as one of the fastest-growing renewable energy markets in the world.

The Secretary reaffirmed India’s long-term vision to achieve energy independence by 2047 and Net Zero emissions by 2070. To realize this vision, the Government of India launched the National Green Hydrogen Mission in 2023 with an initial outlay of USD 2.4 billion. The mission outlines a multipronged strategy to generate demand across key sectors, incentivize domestic production capacity, and scale up green hydrogen adoption. By 2030, India targets the production of 5 million metric tonnes of green hydrogen annually, aiming to avert 50 million metric tonnes of CO₂ emissions each year, attract investments worth USD 100 billion, and create more than 600,000 jobs.

In his keynote, the Secretary highlighted recent progress under the mission, including the allocation of 862,000 tonnes per annum of green hydrogen production capacity to 19 companies and 3,000 MW annual electrolyzer manufacturing capacity to 15 firms. He added that pilot projects have already commenced in sectors such as steel, mobility, and shipping, demonstrating early implementation of the green hydrogen strategy.

The address also shed light on key enablers introduced by the Government to accelerate the green hydrogen ecosystem. These include the launch of India’s Green Hydrogen Certification Scheme, the exemption of green hydrogen and ammonia plants from environmental clearance by the Ministry of Environment, Forest and Climate Change, and the development of Kandla, Paradip, and Tuticorin ports into dedicated green hydrogen hubs by the Ministry of Ports, Shipping and Waterways. Furthermore, 15 Indian states have announced tailored policies to support green hydrogen development.

Sarangi acknowledged the ongoing challenges in the sector, such as high production costs, absence of standardized global frameworks, and infrastructure limitations. However, he asserted that India is proactively addressing these hurdles through a ‘Whole of Government’ approach and called for global collaboration to scale up the hydrogen economy.

Inviting delegates to visit India’s Pavilion at the summit, the Secretary urged industry leaders and stakeholders to engage with Indian companies and explore meaningful partnerships in green hydrogen production, technology, and trade.

Concluding his address, Shri Sarangi underlined India’s goal not only to meet its domestic green hydrogen requirements but also to emerge as a major global exporter by 2030. This, he said, would allow India to contribute substantially to global decarbonization efforts while opening new avenues for sustainable industrial development and international cooperation.
