India Enhances Emigration Services with New MoU Between MEA, MeitY, and CSC eGovernance Services

New Delhi:  In a significant move to streamline and improve emigration services for Indian citizens, particularly blue-collar workers heading to Emigration Check Required (ECR) countries, a Memorandum of Understanding (MoU) has been signed between the Ministry of External Affairs (MEA), the Ministry of Electronics and Information Technology (MeitY), and CSC eGovernance Services India Limited. This partnership aims to integrate eMigrate services with the Common Service Centres (CSCs) across the country, enhancing accessibility and efficiency.

The MoU was signed during the National Workshop on “Powering Transformation through UI/UX for Digital Governance,” attended by notable dignitaries, including Rajesh Singh, Joint Secretary & Financial Advisor, MeitY; Debjani Ghosh, President, NASSCOM; and Amit Agrawal, CEO of UIDAI & DG of NIC. The agreement was officially endorsed by Shri Bramha Kumar, Joint Secretary of the (OE & PGE) Division at MEA; Sanket Bhondve, Joint Secretary (DigiGov) at MeitY; and  Akshay Jha, COO of CSC eGovernance Services India Limited.

The eMigrate project, aimed at assisting migrant workers, facilitates a seamless online emigration process. It brings foreign employers, registered recruitment agents, and insurance companies onto a single platform, promoting safe and legal migration. This initiative is crucial as the number of Indians seeking employment abroad continues to rise, along with their significant contributions through remittances.

The integration of the eMigrate Portal with CSC’s portal under this MoU will enable the following services:

Applicant Registration: Facilitating the registration of applicants on the eMigrate portal through CSCs.
Document Processing: Assisting in uploading and processing the required documents for applicants on the eMigrate portal via CSCs.
Service Bookings: Supporting the booking of medical and other necessary services for migrant workers or applicants registered on the eMigrate portal through CSCs.
Awareness Campaigns: Creating awareness about eMigrate services among citizens across India.
This partnership is expected to significantly enhance the efficiency and reach of the eMigrate services, ensuring a more streamlined and user-friendly experience for migrant workers. By leveraging the extensive network of CSCs, the government aims to make the emigration process more accessible, especially for those in rural and remote areas.

Joint Secretary of MeitY, Rajesh Singh, commented, “This collaboration marks a significant step towards empowering our migrant workers with the necessary tools and resources for a seamless emigration process. It underscores our commitment to leveraging technology for public service.”

Debjani Ghosh, President of NASSCOM, added, “Integrating eMigrate services with CSCs will bridge the digital divide and ensure that the benefits of technology reach the grassroots level, facilitating safe and legal migration.”

Bramha Kumar of MEA emphasized, “This MoU will not only enhance the efficiency of our emigration services but also ensure that our migrant workers are well-protected and informed throughout their journey.”
