H&UD Minister Reviews Bhubaneswar’s TP Schemes and New City Project, Stresses Timely, Planned Urban Expansion

Bhubaneswar: Odisha’s Housing and Urban Development Minister and Chairman of the Bhubaneswar Development Authority (BDA), Dr. Krushna Chandra Mahapatra conducted an extensive review of Town Planning (TP) Schemes No. 1, 2, and 3 at Bijipur, Paikarapur, and Sahajpur, along with the site of the upcoming New City project.

Reaffirming the government’s commitment to orderly and sustainable urban development, Dr. Mahapatra said the TP schemes will be expanded to the peripheral zones of the capital under the vision of Greater Bhubaneswar. The initiative aims to strengthen planned urban growth while upgrading essential public amenities for citizens.

The TP schemes form a key component of the Samrudha Sahara programme, which focuses on transforming Odisha’s urban landscape through systematic land reconstitution and planned expansion. They are also aligned with the Comprehensive Development Plan (CDP) 2010, which proposes a 65 km ring road to enhance regional connectivity.

Dr. Mahapatra noted that the TP model will not only improve livability and infrastructure but also significantly increase the market value of land parcels retained by owners.

During his inspection, the Minister also reviewed the progress of the New City project to be developed across approximately 800 acres in Gothapatna, Daspur, and Malipada. Envisioned as an inclusive and resilient urban cluster, the project aims to support multi-dimensional economic growth within the Bhubaneswar Development Plan Area.

He held detailed discussions with officials, emphasizing the need for timely execution and strict compliance with planning norms. The Minister informed that an MoU has been signed with Singapore-based Surbana Jurong Infrastructure Pvt. Ltd. for technical guidance, and a market feasibility study has already been completed with support from global consultancy JLL.
