Govt Strengthens Women’s Rights with Pension and Workplace Reforms

New Delhi: The Department of Personnel & Training (DoPT) has introduced several landmark reforms aimed at improving the ease of living for government employees, with a particular focus on empowering women through pension security and workplace benefits.

In an exclusive interview, Union Minister Dr. Jitendra Singh, who oversees the DoPT, highlighted the government’s commitment to gender inclusivity and financial independence for women. He cited a major reform allowing a divorced or separated daughter to claim her deceased parent’s pension without waiting indefinitely for a court verdict. Previously, women in legal disputes over divorce had to wait until proceedings were finalized before being eligible for family pension benefits.

Dr. Singh further emphasized a crucial amendment that ensures greater financial security for widows. Under the new rule, a childless widow can remarry and still continue receiving her deceased husband’s pension, provided her independent income remains below the minimum pension threshold. This progressive step acknowledges a widow’s right to rebuild her life without financial uncertainty.

Recognizing the challenges faced by women in troubled marriages, the government has also allowed a woman pensioner to nominate her children for family pension over her husband if she has initiated divorce proceedings or filed a case under the Protection of Women from Domestic Violence Act or the Dowry Prohibition Act. This measure ensures financial security for women facing domestic hardship.

Beyond pension reforms, the Modi government has also introduced significant workplace benefits for women in government service. The Child Care Leave (CCL) policy has been made more flexible, allowing single mothers to take up to two years of leave in phases. Additionally, women on CCL can now travel abroad with their children, providing much-needed flexibility. Maternity benefits have also been expanded to include paid leave for those who suffer a miscarriage or stillbirth, ensuring necessary support during recovery.

Dr. Jitendra Singh underscored the importance of these reforms in the larger vision of Viksit Bharat @2047, calling for greater participation of women in governance and economic activities. He highlighted government initiatives such as working women hostels, crèches in government offices, and increased market access for women-led Self-Help Groups (SHGs), all aimed at supporting women in leadership roles.

Furthermore, the government is focusing on integrating women into India’s digital economy, scientific research, and administrative leadership. Initiatives such as modernizing Industrial Training Institutes (ITIs) and targeted skill training programs are equipping women with the necessary tools to compete in a rapidly evolving job market.

With these far-reaching policy interventions, the government is setting the foundation for a more inclusive and equitable society. As India moves forward on its development path, these reforms will play a key role in ensuring that women are not just participants but leaders in the country’s progress.
