
Bhubaneswar: The Election Commission of India (ECI) delegation from the Office of the Chief Electoral Officer, Odisha held a series of meaningful engagements at the University of Warsaw on the second day of their Poland visit, focusing on comparative democratic practices and election management.
During the interaction, the Dean and Professors of the Department of Political Science and International Studies briefed the Indian delegation on the structure and functioning of Poland’s electoral system. Building on the exchange, the Indian team presented an overview of India’s electoral framework—one of the largest and most complex in the world—highlighting its vast scale, diversity and federal structure that empowers both national and state-level election commissions.
Additional Secretary and National Level Master Trainer Satrughna Kar underscored the pivotal role of the India International Institute of Democracy and Election Management (IIIDEM) in strengthening electoral capacity-building and fostering global knowledge partnerships. He invited the University of Warsaw to explore collaborative research, training programmes and best-practice exchanges with IIIDEM.
Later in the day, the delegation held a round-table meeting with the Secretary-General of the Community of Democracies (CoD). The Secretary-General presented a comprehensive overview of democratic practices across its 30 member states that have endorsed the Warsaw Declaration. The Indian side shared detailed insights on the robust mechanisms adopted by the Election Commission of India to protect electoral integrity, promote transparency, and maintain public trust among over 990 million voters.
The Odisha delegation includes Additional Secretaries and National-level Master Trainers Satrughna Kar and Pramod Kumar Sahu, District Election Officer Khordha Amrit Ruturaj, Sub-Collector Bhubaneswar Dr. Manoranjan Sahu, and Booth Level Officer of Booth No. 144 -112 Assembly Constituency Chinmaya Kumar Seet.
