
New Delhi: Union Minister of Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya, chaired a high-level meeting today in New Delhi to address key issues related to employment data and overseas emigration trends. The meeting saw the participation of Union Minister of State for Labour and Employment, Sushri Shobha Karandlaje, as well as senior officials from the Ministry of External Affairs (MEA) and NITI Aayog.
The meeting focused on strengthening coordination and data collection for both domestic job creation and overseas employment, with particular emphasis on enhancing the monitoring of recruiting agencies and identifying skill requirements for employment abroad.
During the deliberations, Dr. Mandaviya stressed the need for a robust mechanism to maintain complete data on citizens traveling abroad for jobs or studies, whether to Emigration Check Required (ECR) or Non-ECR countries. He proposed the integration of multiple platforms, including the National Career Service (NCS) portal, MY Bharat Platform, MADAD, eMigrate, eShram, and state employment portals, to provide a comprehensive view of both the supply and demand sides of employment.
The Union Minister highlighted the vital role industry associations can play in collecting employment data and emphasized the need for NITI Aayog, as an umbrella organization, to facilitate the compilation of employment-related data from various ministries.
The meeting also discussed the standardization of contracts with foreign employers to ensure the welfare of Indian workers abroad. Dr. Mandaviya suggested a review of existing Migration and Mobility Partnership Arrangements (MMPA) and Social Security Agreements (SSA) to evaluate the effectiveness of their provisions and gather feedback on potential improvements.
NITI Aayog shared insights from studies on employment portals across the country, stressing the importance of a unified platform that can integrate employment data from various government schemes and sectors.
One of the key outcomes of the meeting was the Government’s commitment to bridging data gaps, particularly in the informal sector, and developing a multi-sector employment data portal to drive policy-making and job creation initiatives.
