CSM Technologies bags World Bank-backed digital governance project in Malawi

Bhubaneswar/Blantyre (Malawi): Bhubaneswar-headquartered CSM Technologies Limited has secured a World Bank-funded international contract to develop an Electronic Auctioning Platform (EAP) for the Government of Malawi, further expanding its global footprint in digital public infrastructure (DPI) solutions.

The project has been awarded by the Public Private Partnership Commission (PPPC) of Malawi to CSM Tech Limited, the company’s wholly owned subsidiary in Kenya, under the Digital Malawi Acceleration Project (DMAP). Valued at ₹3.21 crore (INR 32.08 million), the assignment is funded by the World Bank through the International Development Association (IDA).

The proposed platform will replace manual and paper-based auction processes with a secure, fully digital system featuring online bid submission, real-time evaluation, bidder anonymity, automated ranking and electronic publication of results. The initiative is expected to improve transparency, efficiency and accountability in public procurement.

The 12-month assignment forms part of the six-year Digital Malawi Acceleration Project, implemented under the World Bank-supported Inclusive Digitalization in Eastern and Southern Africa (IDEA) programme. The broader initiative aims to expand broadband connectivity, strengthen digital governance and improve access to digital services across Malawi.

According to the project roadmap, the programme seeks to benefit more than 7.5 million broadband users, connect 2,500 public institutions, including 2,000 schools and 500 government offices, facilitate 5 million digital authentications for service delivery and reduce retail data costs as a percentage of gross national income (GNI) per capita from 9.4 per cent to 4 per cent.

Under the contract, CSM Tech Limited will be responsible for the complete project lifecycle, including business requirement assessment, platform design and development, system integration, cybersecurity implementation, penetration testing, pilot deployment, production rollout, user training, knowledge transfer and post-deployment support.

Commenting on the development, Priyadarshi Pany, Managing Director and CEO of CSM Technologies Limited, said the engagement reflects growing global confidence in India’s digital public infrastructure capabilities.

The latest contract adds to CSM Technologies’ portfolio of digital governance projects across sectors such as public administration, mining, agriculture, healthcare, taxation, public finance and citizen services. The company has implemented GovTech solutions for governments across India, Africa, the Middle East and North America, supporting the adoption of secure and citizen-centric digital ecosystems.
