CSIR Pioneers Financial Management with In-House Software Implementation

New Delhi: The Council of Scientific and Industrial Research (CSIR) has set a remarkable precedent for other central autonomous institutions across India with the successful deployment of its in-house developed ‘Accounts Manager Software’ for financial management.

On April 1, 2024, CSIR accomplished the generation of its Annual accounts for the financial year 2023-24, well in advance of the General Financial Rules (GFR) deadline of June 30. Notably, the Annual Accounts for the said financial year have already been submitted to the Office of the Comptroller and Auditor General (CAG).

Boasting an intuitive interface tailored for user-friendly navigation, the software allows seamless input, tracking, and management of financial data. Furthermore, it produces comprehensive financial reports, balance sheets, income & expenditure statements, and other pertinent analytics, empowering CSIR with actionable insights for informed decision-making. The software ensures data security through role-based access, safeguarding sensitive financial information.

One of the most pivotal features of the CSIR software is its real-time monitoring capability, enabling users to oversee financial activities in real-time. This facilitates prompt intervention and enhances decision-making processes.

Developed by an in-house team of officers, including S.P. Singh, Sr. Dy. FA, Arvind Khanna, FAO, and  Akansha Trehan, Technical Officer, the AMS software has been implemented across CSIR Headquarters and its 37 National Labs nationwide under the mentorship of Dr. N. Kalaiselvi, DG, CSIR/Secretary, DSIR, and the leadership of Chetan Prakash Jain, Joint Secretary & Financial Adviser, CSIR/DSIR.

The software streamlines and manages financial transactions, accounting, and reporting within CSIR with unparalleled efficiency. It facilitates the handling of financial data and ensures transparency and accuracy in every process. By standardizing financial practices, improving efficiency, and enabling better financial control across CSIR labs, this software heralds a new era of financial management that caters to a complex network of all its employees, pensioners, family pensioners, and project staff.
