CHSE Foundation Day: Odisha Plans Unified Board, Expands Digital and Vocational Education

Bhubaneswar: Odisha is working towards creating a unified secondary and higher secondary education board by merging the Board of Secondary Education (BSE) and the Council of Higher Secondary Education (CHSE), while also expanding digital content, vocational education and open schooling opportunities for students.

The proposed merger was announced at the 44th Foundation Day celebration of the Council of Higher Secondary Education (CHSE) held in Bhubaneswar on Monday.

School and Mass Education Commissioner-cum-Secretary Dr N. Thirumala Naik said the state is focusing on curriculum reforms in line with the National Education Policy (NEP) 2020, with greater emphasis on experiential learning and skill development.

He said efforts are also underway to prepare reference books in Odia for science students to support their preparation for competitive examinations. The state has provided ₹10 crore for development of digital content aimed at helping students access quality learning resources.

Vocational education is another area receiving increased attention, with the government seeking to ensure that students acquire skills in at least one trade after completing Plus Two. Steps are also being taken to strengthen government vocational higher secondary schools.

Naik further said Chief Minister has approved the introduction of Plus Two courses through open schooling under the State Institute of Open Schooling (SIOS), which is expected to provide an alternative pathway for students to continue their higher secondary education.

The CHSE also highlighted its efforts to modernise higher secondary education and strengthen examination management. Chief guest and Kotpad MLA Rupu Bhatra praised the Council for its examination management and stressed the need to focus continuously on improving the quality of education.

Addressing the gathering, CHSE Chairman Mrunal Kanti Das emphasised the importance of strong foundational education and urged teachers to identify students’ talents and provide them with opportunities and support to develop their abilities.

Director of Higher Secondary Education Niyati Pattnaik also extended her greetings on the occasion, while CHSE Secretary Subhrabala Behera presented the Council’s annual report.

The celebration also featured the unveiling of the Council’s annual souvenir ‘Prajna’ and felicitation of students who excelled in a debate competition. Students who secured distinction in various categories at the School Games Federation of India were also felicitated.

Vice-Chairman Akrura Barik and Controller of Examinations Dr Prasanta Kumar Parida, among other officials and dignitaries, were present at the event. The Controller of Examinations proposed the vote of thanks.

The Foundation Day programme highlighted the Council’s evolving role as Odisha seeks to align higher secondary education with NEP 2020 while combining academic learning with digital resources, vocational skills and alternative education pathways.
