Bhubaneswar to Get Four New Town Planning Schemes Under Odisha’s ‘SAMRUDHA SAHAR’ Initiative

Bhubaneswar, June 17: Expanding its roadmap for planned urban growth, the Bhubaneswar Development Authority (BDA) has announced four new Town Planning (TP) Schemes across nearly 969 acres in the Bhubaneswar Development Plan Area (BDPA), marking a major expansion of the city’s land pooling-based urban development model.

The proposed schemes have been initiated under Section 23(1) of the Odisha Development Authorities (ODA) Act and form part of the Government of Odisha’s SAMRUDHA SAHAR programme, which focuses on creating future-ready cities through integrated infrastructure planning and sustainable urban expansion.

According to the notification issued by BDA, TP Scheme No. 42/2026 will be implemented over 330.07 acres in parts of Patrapada Mouza; TP Scheme No. 43/2026 will cover 264.33 acres in Bhagabanpur Mouza; TP Scheme No. 44/2026 will span 290.67 acres across Bijipur, Bhagabanpur, Baliapada and Kasipur Mouzas; while TP Scheme No. 45/2026 will extend over 83.68 acres in part of Bijipur Mouza. Collectively, the four schemes will cover 968.75 acres.

With the declaration of intention now issued, the authority will begin preparation of detailed Town Planning Schemes aimed at creating organised urban layouts supported by physical and social infrastructure. The plans include development of roads, drainage systems, water supply, sewerage networks, electricity distribution, public amenities, open spaces and other urban services.

The Town Planning framework follows a land reconstitution mechanism under which landowners contribute a portion of their land for infrastructure creation and receive the balance area back as developed plots. Under the current model, up to 40 per cent of land is earmarked for roads and public facilities, while around 60 per cent is returned after servicing and value enhancement, creating a participatory approach to urban expansion.

BDA has already operationalised similar schemes in several parts of the city. Town Planning Schemes 1, 2, 3 and 4—spread across approximately 1,577 acres—have received government approval and are currently witnessing plot handovers and infrastructure execution.

Separately, the Draft Scheme for TP Scheme No. 8 in Andharua and Daspur Mouzas covering nearly 560 acres has also been approved, with development activities expected to commence shortly.

The authority is simultaneously working on another 16 Town Planning Schemes in the BDPA and plans to notify them in phases, reinforcing Odisha’s broader vision of building sustainable, infrastructure-led urban centres capable of supporting future population and economic growth.
