Bhubaneswar Prepares for Summer Heatwave: BMC Launches Comprehensive Action Plan

Bhubaneswar: With the impending heatwave approaching, the Bhubaneswar Municipal Corporation (BMC) has rolled out an extensive action plan to safeguard the health and well-being of its citizens. The plan was discussed in a preparatory meeting held at Ekamra Hall, BMC headquarters, chaired by BMC Commissioner Rajesh Prabhakar Patil. The meeting brought together senior officials to finalize strategies for tackling the challenges posed by the upcoming summer heat.

One of the key components of the action plan is to address potential water scarcity by establishing drinking water kiosks across the city. Zonal Commissioners have been assigned to pinpoint areas in need of water facilities, especially high-traffic spots like bus stands, markets, and major intersections. BMC had set up over 200 water kiosks last year, and plans to expand this initiative in 2025.

Additionally, special provisions will be made to ensure that stray animals, cattle, and birds have access to water, following the guidelines set by the Fisheries and Animal Resources Development Department. Last year, nearly 260 animal water stations were set up across various zones, and this year, a similar expansion will be undertaken.

With the risk of heatstroke rising during the summer, BMC has directed all hospitals to create air-conditioned rooms and ensure adequate stock of Essential Medicines, Oral Rehydration Solutions (ORS), and other necessary supplies for patients. Monitoring of ORS availability will also be done in schools and Anganwadi centers across the city.

In addition, BMC is launching a city-wide awareness campaign through posters, social media, smart city display boards, and pamphlet distribution. The focus will be on educating citizens about the importance of hydration, wearing protective gear, and avoiding the peak heat hours.

BMC is also taking steps to protect vulnerable groups like schoolchildren and construction workers. School schedules will be adjusted to avoid the hottest parts of the day, and students will be encouraged to carry water bottles, umbrellas, and wear comfortable shoes. Anganwadi centers will also provide ORS and drinking water.

For construction workers, shaded rest areas and regular water supply will be set up at worksites. Additionally, the Labour Department has mandated a work stoppage during peak heat hours, between 11 AM and 3 PM.

To accommodate people in need of respite from the heat, BMC will set up seven temporary shelters across the city, each capable of hosting up to 356 individuals. The shelters will be stocked with basic supplies such as water and ORS, and separate arrangements will be made for men and women. A helpline number (1929) has been set up for reporting heat-related emergencies.

The Energy Department has been instructed to ensure continuous power supply to essential services, particularly hospitals and water facilities, during periods of peak demand. BMC Commissioner Patil also stressed the importance of efficient water management and urged citizens to be mindful of their water consumption.
